Summary

This a National Guard Title 5 Excepted Service Position.

This National Guard position is a Permanent GS-0101-11 SEXUAL ASSAULT PREVENTION RESPONSE VICTIM ADVOCATE (SAPR VA) (TITLE 5), Position Description Number T5555P01 and is part of the 131st Bomb Wing but will be located in St. Joseph, Missouri. This is a non-bargaining position.

Duties

  • Perform essential victim service, advocacy, and support duties.
  • Conduct mandated initial risk screening.
  • Coordinate which cases can be managed independently with the SARC, employing judgement and problem-solving skills to identify a victim's specific needs and service delivery.
  • Assist the victim in prioritizing actions and identifying short and long-term options to support needs and recovery.
  • Uphold the rights and confidentiality preferences of victims consistently throughout the reporting process. Support victims when contacting appropriate offices and facilitate warm hand-offs as requested.
  • Perform a series of complex assessments using trauma-informed approaches for all reports of adult sexual assault.
  • Demonstrate highly adaptive application of strategies and skilled advocacy practices in identifying, establishing, and modifying victim advocacy support and assistance.
  • Implement mandatory standardized risk screening protocols to address immediate risk and safety concerns and apply strategies to develop tailored interventions that address the needs of individual victims.
  • Provide assistance to victims in securing medical treatment for physical and psychological injuries.
  • Inform victims of the resources available to report instances of sexual assault related retaliation, reprisal, ostracism, maltreatment, sexual harassment, or to request a transfer.
  • Develop detailed case management plans with short and long-term goals and objectives and engage in ongoing support activities tailored to the victim’s needs.
  • Safeguard the interests, rights, and privacy of victims who lack the capacity to make informed decisions independently during and after the course of the professional relationship.
  • Successfully complete DoD-approved training and professional development to stay informed about best practices and emerging issues and maintain D-SAACP certification.
  • Record training attendance, disseminate, collect, and support analysis of course evaluations, coordinate guest speakers, and support marketing and communication efforts.
  • Demonstrate proactive awareness of vicarious trauma and support efforts to address and build individual and organizational resilience.
  • Performs other duties as assigned.

  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • Position is subject to the provisions of the DoD Priority Placement Program.
  • May be required to successfully complete a probationary period.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Must have a favorable completion and award of a Tier 3 background investigation and continuously maintain as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional.
  • Within six (6) months of appointment, must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate. An active D-SAACP certification must be maintained for this position.
  • Incumbent must maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03 as a condition of employment.
  • In the event that D-SAACP certification expires, is suspended or is revoked, the individual is not authorized to serve in any SAPR position or perform SAPR duties until D-SAACP certification is reinstated.
  • Failure to maintain certification may result in disciplinary and/or adverse action up to removal from federal service.
  • Incumbent must be able to work other than normal duty hours, to include evenings, weekends, and holidays, on an on-call or rotational basis.
  • This position may require temporary duty (TDY) business travel up to 25% of the time.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Per National Defense Authorization Act (NDAA) of fiscal year (FY) 2017, Veterans who are retiring from active duty have a 180 day waiting period before an appointment effective date can be established.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

Qualifications

GS-11 SPECIALIZED EXPERIENCE: Must possess at least one year of experience, education or training equivalent to the GS-09 grade level or equivalent that provided experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources; and knowledge of the organization and its mission and utilized the organizational staff procedures and experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. This specialized experience must also include the ability to effectively communicate both verbally and in writing with all levels of management, staff, and military personnel and their families; ability to develop trusting relationships within the scope of supporting sexual assault victims and knowledge of the duties, priorities, commitments, policies, and program goals of the SAPR program sufficient to provide available and appropriate resources.

In order to obtain the D-SAACP, you must not possess any of the automatic disqualifying conditions per DoDI 6495.03 (Section 3.2a. 1-7).


Conditions of Employment Continued:

  • Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
  • This is a Testing Designated Position (TDP).? The employee is subject to random drug testing.? Pre-employment drug testing and participation in random drug testing is a condition of employment.? Education

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position. (Include legible copies of transcripts showing awarded degree with application.)

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (e.g. counseling, psychology, etc.). The quality of the combination of education and experience must be sufficient to demonstrate the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.

OR

Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Applicants may meet minimum qualification requirements through experience equivalent to a 4-year degree.
