CONDITIONS OF EMPLOYMENT AND NOTES:
U.S. Citizenship Required.
This position is subject to provisions of the DoD Priority Placement Program.
Paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Federal employment suitability as determined by a background investigation.
GS-0101-12 positions are within the professional series IAW 5 USC §3319, and compensably disabled preference eligible veterans (CPS/CP) are not automatically placed at the top of the Certificate of Eligibles (5 USC §3313). Eligibles will be listed in score order, including veterans' preference points.
May be required to successfully complete a two-year trial period.

PCS costs are not authorized. Must be willing to relocate at own expense if selected.
1. Within 60 days of appt to a Position of Trust and Moderate Risk; must have a favorable completion and award of a Tier 3 background investigation and continuously maintain duties and responsibilities as a SAPR Professional.
2. Within six months of appointment, must graduate from required SAPR training courses and be awarded the Defense Sexual Assault Advocate Certificate Program (D-SAACP).
3. Must maintain an active D-SAACP certification as a condition of employment.
4. Must be able to work other than normal duty hours, to include evenings, weekends, and holidays, on an on-call or rotational basis. The on-call or rotational status requires that SAPR VA work hours could vary, to include a requirement to be available 24/7, to respond to calls received via the helpline, from military or civilian law enforcement or from the military treatment facility or local hospital.
5. May require temporary duty (TDY) business travel up to 25% of the time and require travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
6. The employee is subject to random drug testing. Preemployment drug testing and participation in random drug testing is a condition of employment.
7. This is an Essential Personnel position and may be subject to a maximum of 14 days of duty per year in preparation for, or in response to, a state emergency or disaster declaration.
8. Required to carry an electronic device (cellular phone) to facilitate immediate access for response to reported sexual assaults and be on an on-call roster to facilitate 24/7 capabilities when employees are off duty, on official leave, or TDY.
Qualifications
AREAS OF CONSIDERATION:
Primary consideration will be made from Areas 1, 2, and 4.
Area 1: Permanent and indefinite WY Army Nat'l Guard (WYNG) T5 and T32 Dual Status Technicians (DST) employed within the SAPR Office.
Area 2: Permanent and indefinite WYNG Title 5 and T32 DST employees with the WY Air/Army Nat'l Guard.
Area 4: Currently serving Active Guard/Reserve (AGR), and Man-Day Soldiers (M-Day)/Drill Status Guard Airmen (DSG) of the WYNG. This provision is intended to boost the candidate pool to reach more qualified candidates and place M-Day/DSG personnel on par with currently serving civilian personnel.
If referrals are not made from the target categories above, subsequent referrals may be made from Areas 3 and 7 (if eligible).
Area 3: Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former Nat'l Guard T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of at least fully successful (or equivalent).
Area 7: Veterans' Preference Rules are mandated by law, and some applicants may receive priority consideration before other applicants without veterans' preference.
Upon acceptance of this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position.

SAPR PERSONNEL RESTRICTIONS:
Per Chief National Guard Bureau Instruction (CNGBI) 1300.01, "
National Guard (NG) Sexual Assault Prevention and Response Program", NG members who are currently serving in the following positions are prohibited from serving as SARCs, Victim Advocates Coordinators, or SAPR Victim Advocates due to professional conflicts of interest. Exceptions will be considered case-by-case by NGB-J1-SAPR Office. Exceptions will be coordinated through HRO for signature by The Adjutant General.

· Law enforcement and investigative personnel,
· Judge advocates and paralegals,
· Commanders and senior enlisted leaders, including first sergeants, command sergeant major, and command chief master sergeants;
· Medical and mental healthcare providers, including emergency medical technicians who provide direct patient care;

· The Inspector General and supporting staff.
BASIC REQUIREMENTS:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines that included at least 24 semesters of course work in the behavioral or social sciences. (Include legible copies of transcripts showing awarded degree with application.)
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences equivalent to a major in the field.

Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
EXPERIENCE:
To qualify based on experience, applicant must possess at least 1 year equivalent to at least the next lower grade (GS-11) with the particular knowledge, skills, and abilities to successfully perform the duties of the position in the public or private sector advising and providing counsel to employees regarding policies, procedures, and directives of management; serving as a Sexual Assault Prevention and Response Coordinator (SAPRC) to comply with Department of Defense (DoD) and/or National Guard Bureau (NGB) requirements to develop, manage, and assess climate and culture, prevention and response programs and activities for sexual assault and other areas of interpersonal violence and victim needs across the state, as directed by The Adjutant General (TAG) or agency heads; has experience providing services to a Brigade-level (or equivalent) Sexual Assault Response Coordinator (SARCs); experience reviewing expenditure plans, programs, guidelines, and validating budget utilization to address WY ARNG Sexual Assault Prevention and Response programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
TIME-IN-GRADE: Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.
Current GS employees applying for a higher grade than the grade currently hold, provide an SF-50 showing the next lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the next lower grade was held for at least one year (e.g., General Adjustment SF-50 from this year). In many cases, you may need to provide two SF-50s to determine time-in-grade and eligibility for promotion.

ACTIVE-DUTY SERVICE MEMBERS:
The VOW Act requires federal agencies to treat an eligible active-duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active-duty member applies for a position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
