Duties

THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the SEXUAL ASSAULT RESPONSE COORDINATOR (SARC) (ACCELERATED HIRE), GS-0101-12, is to be the single point of contact to coordinate response activities when a sexual assault is reported within their area of responsibility (AOR).Responsible for assigning, monitoring, managing, and documenting victim assistance and advocacy activities performed by the Sexual Assault Prevention and Response (SAPR) Victim Advocates (VA) at the tactical (e.g., command) level, SARCs will serve as team leads for SAPR VA teams. SARCs are authorized to perform sexual assault victim advocate duties and will provide a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented. Incumbent will be notified of all reports of sexual assault within their AOR.

  • Apply basic strategies for skilled communication, including developing rapport and actively listening, to perform essential victim advocacy and support duties for adult cases of sexual assault as outlined in Department of Defense (DoD) and Service policy, to include conducting risk screenings and non-clinical safety assessments, coordinating with relevant on-base and off-base resources, accepting official reports of sexual assault, and preparing the "Victim Advocate Recommendations to the Commander" in the absence of a SAPR VA or as requested by the victim in accordance with policy. Assist victims to identify and prioritize referrals and SAPR program resources tailored to their unique needs, prioritizing victim self-determination and informed decision making. Inform victims of the resources available and manage reports of retaliation, reprisal, ostracism, maltreatment, or to request a transfer in accordance with DoD and Service policy.
  • Manage SAPR cases and referrals, to include data entry of official reports of sexual assault and SAPR Related Inquires into the Defense Sexual Assault Incident Database (DSAID) within the applicable timeframes, ensuring compliance with DoD and Service policies, legal requirements, and guidelines ensuring a high level of data quality. Assist in program evaluation and improvement initiatives by providing feedback and suggestions to the Supervisory Principal SARC and Sexual Assault Prevention and Response Advisory Committee (SAPRAC), as applicable.
  • Advise SAPR Victim Advocates on how to prioritize confidentiality and informed consent standards when advising the victim on the purpose of any information shared during each interaction, ensuring to advise the victim on the protections and exceptions to confidentiality. Plan, schedule, and deliver comprehensive SAPR training for diverse stakeholders and local populations, covering SAPR policies, procedures, reporting options, and other pertinent topics in accordance with Department and Service requirements. Identify training needs within the SAPR VA team and coordinate with the Supervisory Principal SARC to provide or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and relevant DoD approved administrative and technical training sessions.
  • Articulate and communicate to the SAPR VA team the requirements of assignments, projects, problems to be solved, actionable events, milestones, program issues under review, and deadlines and time frames for completion. Coach SAPR VAs on the identification and application of problem-solving methods and techniques; provide advice on trauma-informed victim advocacy, practices, and procedures; and assist SAPR VAs in identifying the parameters of a viable solution. Lead the SAPR VA team in identifying, distributing, and balancing workload and cases among SAPR VAs in accordance with established workflow and skill level, adjusting to accomplish the workload in accordance with established priorities to ensure timely completion of tasks, maintaining a 24/7 sexual assault response capability and having a cohesive and collaborative approach to case management.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

  • Within six (6) months of appointment, must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate. An active D-SAACP certification must be maintained for this position.
  • Must maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03 as a condition of employment. In the event that D-SAACP certification expires, is suspended or is revoked, the individual is not authorized to serve in any SAPR position or perform SAPR duties until D-SAACP certification is reinstated. Failure to maintain certification may result in disciplinary and/or adverse action up to removal from federal service.
  • Incumbent must be able to work other than normal duty hours, to include evenings, weekends, and holidays, on an on-call or rotational basis. The on-call or rotational status requires that SAPR VA work hours could vary, to include a requirement to be available 24/7, to respond to calls received via the helpline, from military or civilian law enforcement or from the military treatment facility or local hospital.
  • This position may require temporary duty (TDY) business travel up to 25% of the time. Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle. May require travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
Security Clearance: at a minimum a National Agency Check is required prior to position assignment.

Qualifications

SEXUAL ASSAULT RESPONSE COORDINATOR (SARC) (ACCELERATED HIRE), GS-0101-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources; Knowledge of the organization and its mission and utilized the organizational staff procedures; Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

Education

Degree in behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

OR

Combination of education and experience that demonstrates with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

OR

Four years of appropriate experience that demonstrates knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
