Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Positions Designated as DoD Sexual Assault Program Workforce Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is with the 81st Readiness Division, Office of the Commanding General located at Fort Jackson, South Carolina.

Duties

  • Monitor reports to ensure all Sexual Harassment/Assault Response and Prevention (SHARP) reporting requirements are met.
  • Maintain SHARP personnel training records to ensure timely compliance.
  • Use knowledge of SHARP Program priorities to manage leadership’s day-to-day and long-range calendars.
  • Communicate SHARP administrative policy, goal, mission, and philosophy to all levels of organization both orally and written.
  • Develop and maintain an organizational records management program.
  • Develop manuals and directives covering the administrative aspects of operations.
  • Develop, analyze, and evaluate organizational SHARP policies to apply best practices throughout the command.
  • Operate automated systems to review and certify time and attendance records.
  • Coordinate with resource management to project and adjust SHARP quarterly travel costs.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
  • The selectee must successfully complete the 6-week SHARP Career Course within 6-months of employment. Failure to obtain the DOD certification within the six months may be grounds for removal.
  • This position requires a secret security clearance.
  • The duties of this position may require the incumbent to work evenings, nights, holidays, and/or weekends to include modification in shifts and/or tour of duty.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement: In addition to the specialized experience listed below, applicants must posses experience that demonstrates the ability to provide or perform a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include:

  • Management analyst or other work that includes study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
  • Administrative officer, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
  • Office management experience that included responsibility of directing and overseeing the accomplishment of a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
  • Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.

Specialized Experience: One year of specialized experience which includes planning and coordinating a variety of support functions to support the SHARP Program, utilizing automated systems to review and authorize reimbursement of SHARP Program expenditures for items such as training, travel and/or transportation, reviewing and consolidating SHARP reports to analyze data reported, and monitoring SHARP program compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

  • This position involves duties that are sensitive & confidential in nature. The selectee's background will be checked against records maintained by the following prior to appointment and, as appropriate, on a recurring basis while employed in the position: The Department of Justice National Sex Offenders Registry, Army Criminal Investigation Command/Crime Records Center, previous employer references, State and Local Police, Official Personnel Folder, including adverse action files, Army Inspector General, Army Military Human Resources, Army Substance Abuse Program.
  • The selectee must successfully complete SHARP Training Course(s) IAW SHARP Program requirements and obtain DoD certification within initial 6 months of employment. Failure to complete training and obtain the DoD certification within prescribed timeframes may result in removal from the position and/or Federal service.
  • Must maintain an active D-SAACP certification and up-to-date commander appointment orders prior to having any victim contact or access to victim information.
  • This position offers a $20,000 recruitment bonus to individuals who are newly appointed. You are considered newly appointed if this is your first appointment as a Federal Government civilian employee or if you have a minimum of a 90 day break in service from a previous Federal civilian position. You may qualify with a break in service of less than 90 days only if your previous Federal civilian appointment was a time-limited or NOT a permanent appointment. Your recruitment bonus will be made in two payments of $10,000. You receive the first payment when you enter on duty, second payment at your first year anniversary. This bonus requires a two year service obligation to the Army Reserve. If you fail to serve the specified period, you may be subject to repay the agency recruitment incentive.
