Duties

  • You will serve as a SHIPBUILDING SPECIALIST in the SOUTHEAST REGIONAL MAINTENANCE CENTER (SERMC) (CODE 300) of the WATERFRONT OPERATIONS DEPARTMENT located in MAYPORT, FL.
  • You will plan and coordinate on-site reviews for the evaluation of personnel protection/prevention and safety programs for compliance with appropriate procedures, contracts and specifications.
  • You will utilize the output of various contractor systems and procedures for cost estimating, labor and overhead, budgeting, purchasing and resource planning.
  • You will conduct procedure review, procedure evaluation, corrective action, product verification inspections and data evaluations to ensure authorized work is accomplished in accordance with the specifications and as agreed upon with the customer.
  • You will serve as liaison between the contractor and technical authority and as technical advisor during scoping conferences between the government and the contractor.

Qualifications

GS-11
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience applying a thorough knowledge of the full range of principles, concepts and practices related to surface combatant ship repair and overhaul programs including ship modernization.
  • Experience being capable of recommending alternatives to assist in solving technical problems associated with all facets of ship maintenance, some of which can be complex.
  • Experience possessing knowledge of organizational structures of large industrial operations including such functions as administration, contracting, engineering, production, material supply systems, and workload scheduling.
  • Experience applying a required broad knowledge of Environmental and Occupational Safety and Health regulations and ensure adherence by all personnel daily.
GS-9
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience applying a working knowledge of the full range of principles, concepts and practices related to surface combatant ship repair and overhaul programs including ship modernization.
  • Experience applying knowledge of organizational structures of large industrial operations including such functions as administration, contracting, engineering, production, material supply systems, and workload scheduling.
  • Experience applying a required working knowledge in the use of automated data processing equipment and various software programs mandated for government use.
  • Experience implementing technical writing skills to develop detailed reports, recommendations, planning documents and correspondence concerning labor conditions, production costs, methods, processes and material costs related to the ship repair industry as well as government and local practices.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Travel may be required within and outside CONUS, in the SERMC Area of Responsibility (AOR) and on ships underway.

This position requires that the incumbent already be National Association Corrosion Engineers Coating Inspector Program 1 (NACE ICP1) qualified for paint coating inspections, exhibit proficiency in Non-Destructive Testing (NDT) methods for welding inspections, and obtain and maintain a valid state driver's license in order to perform inspections at contractor facilities.

The position also requires computer training and operation of Navy unique programs/systems.

Work requires regular visits to the ship and contractor facilities/shops. Visits are accomplished in all weather conditions (including extreme weather conditions), which may involve moderate to high risks and at time discomfort. Safety precautions must always be taken. May be exposed to strong
odors and fumes from paint, fuels and chemicals used in many work processes. May be subjected to high noise levels while shipboard and in contractor shops. May be required to climb ladders, scaffolding and shipboard structures to perform inspections. Other high risks include physical hazards as extreme temperatures, vibration, awkward body positions, and risk of musculoskeletal injuries. May work in hot conditions, confined
spaces of entry, exposure to hazardous air, and work done at heights that increases risk of injury. May work above water while a vessel is docked, creating exposure to fall hazards that may lead to drowning. Daily use of safety equipment is an occupational requirement and may consist of hard hat, safety glasses, ear plugs and/or muffs, and steel toe safety shoes at a minimum. Sometimes special PPE is required, such as safety harnesses, floatation devices, double hearing protection, etc.
