Summary

You will serve as a SHIPBUILDING SPECIALIST in the FORWARD DEPLOYED REGIONAL MAINTENANCE CENTER (FDRMC) of FWD DEPLOYED REG MAINT CTR DET ROTA, SPAIN.

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

Duties

  • You will be required to perform long range planning, estimating and accomplishing technical analysis of customer and contractor proposals.
  • You will utilize various procedures and standards to prepare labor, supervision, equipment and material cost estimates.
  • You will provide estimates for cost, labor, schedule and material availability to determine if work can be accomplished within budget.
  • You will review and analyze technical feedback and problem reports to update future technical requirements to reduce and eliminate delays and rework.
  • You will provide in shop and on ship oversight and monitor of contract work during availabilities.
  • You are responsible to plan and coordinate on-site reviews for the evaluation of personnel protection/ prevention and safety programs.
  • You will conduct daily shipboard safety inspections and make on the spot recommendations to correct unsatisfactory and unsafe conditions.
  • You will serve as a liaison between the contractor and the technical authority and as technical advisor during conferences between the government and the contractor.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to pass a near distance vision test annually (J-1 Jaeger or equivalent) with no color deficiency.
  • You will be required to be National Association Corrosion Engineers Coating Inspector Program l(NACE CIPl) qualified for paint coating inspections.
  • You will be be required to be Non Destructive Testing (NDT) qualified or complete Weld/Braze Workmanship training for welding inspections.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Recommending alternatives to assist in solving technical problems associated with all facets of ship maintenance;
2) Developing work specifications, detailed reports and statements of work to support the planning of shipbuilding, ship repair, and modernization availabilities;
3) Reviewing and invoking technical requirements to ensure compliance with appropriate shipbuilding procedures, contracts and specifications during the planning and execution stage; and
4) Providing oversight of shipboard production work to ensure projects are completed according to schedule, work specification and quality.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
