Summary

The primary purpose of this position is to provide professional social work services in support of the Family Advocacy Program (FAP). Serves as the installation secondary prevention subject matter expert (SME), providing consultation to installation leadership regarding needs assessment, prevention requirements, & prevention services. Performs crisis intervention, risk and clinical assessments, case management and administrative tasks to prevent and treat child and spouse/intimate partner abuse.

Duties

  • Designs, develops, coordinates, and implements the secondary prevention component of FAP.
  • Serves as the installation secondary prevention subject matter expert (SME), providing consultation to installation leadership regarding needs assessment, determining prevention requirements, and developing secondary prevention services.
  • Responsible for case management activities occurring from initial referral and counseling, through case closure, or transfer.
  • Functions as a subject matter expert and initial point of contact for at-risk for violence families. Independently provides a full range of clinical social work services to assess, diagnose, and treat patients.
  • Provides professional advisory services and training to other health care professionals, installation personnel, and community agencies concerning secondary prevention programs; and serves as community liaison with military and civilian agencies.
  • Works independently as a licensed clinical social worker and uses advanced concepts, principles, procedures, practices, professional knowledge and sound judgment executing the clinical social work component of the FAP.
  • Independently performs crisis intervention services to ensure the safety of, and prevent further harm to, victims of family maltreatment. Appropriately triages and provides necessary clinical services to ensure the safety of victims and families.

  • Completion of appropriate clinical and administrative duties may involve “after hours” care or work in addition to regular clinic hours.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience applying a professional knowledge of social work practices, principles, theories, and administrative requirements to be able to apply them in a clinical or occupational setting.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SELECTIVE PLACEMENT FACTORS: Must have the following minimum qualifications IAW DOD directive:
(a) Must possess a current unrestricted license to practice clinical social work (LCSW) independently in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S. Virgin Islands.
(b) Practice will require clinical privileges at the host MTF. Must maintain independent active clinical privileges for the duration of employment. Must sustain current competency to practice at the independent level.
(c) Must have practiced as an independent licensed clinical social worker within past two years.
(d) Government civilian providers must meet all applicable credentialing requirements IAW military treatment facility guidelines and be fully qualified to perform within the scope of their practice.
(e) Must possess and maintain current certification in Basic Life Support (BLS).

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of social work practices, principles, and theories to carry full professional responsibility for cases involving a wide range of psychosocial and environmental problems.
2. Knowledge in the organization, management, and administration of child and family welfare services to participate in program planning and in the development and maintenance of public understanding and sound working relationships with local agencies and community agencies.
3. Knowledge of a wide array of problems and disorders of children and families, and the varied resources needed to treat them.
4. Ability to evaluate and determine best application of multiple complex helping systems, various professions, and organizations; how they affect child and family welfare; and the multiple uses of such systems, professions, and organizations to deliver services.
5. Ability to directly apply professional diagnostic skills to individuals and families.
6. Ability to assess, intervene, and provide therapeutic intervention.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
