GS-11: You may qualify at the GS-11 level, if your resume and supporting documentation supports the following qualification requirements:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to assist or conduct with supervision the programming, planning, designing, evaluating, coordinating, advising, administering, or performing research for the creation, construction, alteration, rehabilitation, or restoration of building and facilities; provide input to DoD policies, procedures, and operating instructions for the effective and efficient utilization of space; and work with various building trades and modern construction management procedures;
OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position;
ORC. A combination of education and experience as listed above.
GS-12: You may qualify at the GS-12 level, if your resume and supporting documentation supports the following qualification requirements: One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to manage overall programming, planning, designing, evaluating, coordinating, advising, administering, or performing research for the creation, construction, alteration, rehabilitation, or restoration of building and facilities; provide technical comments on DoD policies, procedures, and operating instructions for the effective and efficient utilization of space; or knowledge of work methods of various building trades and modern construction management procedures.
There is no substitution of education for specialized experience for the GS-12 level.GS-13:
You may qualify at the GS-13 level, if your resume and supporting documentation supports the following qualification requirements: One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to lead teams or independently manage programming, planning, designing, evaluating, coordinating, advising, administering, or performing research for the creation, construction, alteration, rehabilitation, or restoration of building and facilities; implement specific DoD policies, procedures, and operating instructions for the effective and efficient utilization of space; knowledge of work methods of various building trades and modern construction management procedures.
