Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a STAFF ACCOUNTANT (TITLE 32), Position Description Number D2391P01 and is part of the IL USPFO, National Guard.

Duties

As a STAFF ACCOUNTANT (TITLE 32), GS-0510-12, you will be responsible for strategic oversight of finance and accounting operations within the Army National Guard and will work with other federal agencies.

**This is NOT an all-inclusive list of duties.**

  • Responsible for establishing and designing methods and tools to effectively monitor and assist the operation of finance and accounting operations.
  • Perform technical and proficient analysis regarding accounting programs, financial systems, and section business processes.
  • Ensure financial statements and reports are prepared in accordance with Generally Accepted Accounting Principles to include applicable regulations to fairly depict the financial conditions and results of operations.
  • Establish accounting policies, advising on the accuracy of disclosure documents and the financial condition of the organization.
  • Review unliquidated obligations, contracts, reimbursable orders, analyze reports, review and reconcile subsidiary ledgers.
  • Assess indicators to identify operational area performance weaknesses to protect against fraud, waste, and abuse.
  • Provide expert interpretation on DoD and Army regulatory and administrative guidelines in accordance with generally accepted accounting principles relating to wide spectrum business operations.
  • Interpret, analyze, and develop accounting and financial management policies, standards, and procedures that implement accounting requirements.
  • Coordinate with other organizations on matters pertaining to Audits, inspections, and Financial Management Certification program.
  • Develop an effective implementation of Standard Operating Procedures for all areas within the Resource Management office.
  • Ensure that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures.
  • Shape new programs, compliance with new legislation, or facilitating the resolution of long-standing problem areas of vital importance to the organization.
  • Review and analyze a wide variety of reports including reports produced by external and local automated systems.
  • Discuss system or procedural problems and areas of potential improvement with various system supervisors, Program Managers, and local management information systems personnel.
  • Develop statistical and mathematical models to identify abnormalities and system and process vulnerabilities.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate security clearance of the position.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:

  • The area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.



Military Grades: Cannot exceed O6

BASIC EDUCATION REQUIREMENT: There is a basic education requirement for this position. DEGREE REQUIRED: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. ONLY OFFICIAL TRANSCRIPTS WILL BE ACCEPTED.

OR at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

SPECIALIZED EXPERIENCE: GS-12 LEVEL - MUST possess at least 12 months at the lower-level GS-11 of specialized experience consisting of a systematic examination and appraisal of financial records, financial and management reports, management controls, performance requirements, policies, and practices affecting or reflecting the financial condition and operating results of various activities. Analyze accounting work related to the development and execution of many military and civilian policies and programs. Conduct performance accounting reviews and conduct activities related to the detection of fraud, waste, and abuse. Perform research, analysis, problem-solving, writing, and judgment typically gained through college education and progressively responsible experiences. Perform work that follows established accounting methods and procedures; uses practical knowledge of operations, procedures, and policies of specific program areas or functional assignment; and typically learn to do the work through certification courses and specialized experiences. Apply problem solving techniques; and skills in communicating effectively both orally and in writing. Accounting concepts, principles, and standards are applicable to all types of work included in this series specific procedures vary depending on the specific activity.
