SUMMARY OF DUTIES: 

Serves as a Prevention Program Specialist at the CSACC/SACC within the Behavioral Health Program, Marine Corps Community Services, Camp S.D. Butler, Okinawa, Japan.  Serves as the primary advisor at Kubasaki High School and Lester Middle School for oversight and development of various substance abuse prevention training and education, and life skills training programs to include research of assigned area of responsibility; critical assessment and training evaluation processes and procedures, development and conduct of training curricula that provides specific and measurable learning objectives.  Coordinates the implementation of evidenced-based prevention programs utilizing coalitions and Marine Corps Community Structure. Reviews and initiate use of social media outlets to reach and educate as many Marines and family members as possible regarding the misuse and abuse of mood altering substances.

Serves as subject matter expert for functional alcohol/substance abuse prevention, and life skills training and programming.  Independently conducts reviews and recommends approval or disapproval of program plans and materials; analyzes and develops proposals or provisions in terms of impact on program resources and requirements; develops new and revised operating procedures and standards to incorporate provisions that affect operating activities and requirements; conducts review of the administration and operation of the program, and provides advice.

Independently ensures program operation to develop and revise guidelines and training materials and model operating procedures for use; implement program plans and proposals to meet program requirements, and provide program support to improve and sustain the capabilities of commanders, Marines, and family members to prevent problems that detract from unit performance and readiness, and aid in coping successfully with the Marine Corps lifestyle.

Develops, coordinates, and submits alcohol/substance abuse prevention plans and policy recommendations to include plans and policies that reflect the relationship of chemical dependency such as  alcohol abuse, family problems (including family violence), suicide, sexual assault, combat operations stress, financial problems, and other problems that detract from unit performance and readiness.

Reviews, modifies, develops, and implements alcohol/substance abuse prevention and intervention educational training programs, as well as identified life skills programming ensuring training and support capabilities are timely, relevant to commanders' needs, flexible, sustainable in execution, and thoroughly coordinated with Headquarters and field personnel.

BASIC REQUIREMENTS: 

  1. Master's Degree in a Behavioral Health field is highly preferred.  Bachelor's Degree in a Behavioral Health field appropriate to Substance Abuse Prevention is required (education in Behavioral Health field appropriate to Substance Abuse Prevention specialized in Child and Adolescent preferred)

AND

three years of experience that demonstrates extensive knowledge of alcohol/substance abuse prevention (experience and knowledge of alcohol/substance abuse prevention specialized in Child and Adolescent preferred). 

  1. Ability to act as a responsible point of contact to ensure development of the alcohol/substance abuse prevention and intervention and life skills programs to include research of operations; critical assessment and training evaluation processes and procedures, and development and conduct of training curricula that provides specific and measurable learning objectives. 
  2. Must have comprehensive knowledge of alcohol/substance abuse prevention, substance abuse treatment programs that reflect the relationship of chemical dependency such as:  alcohol abuse, family problems (including family violence), suicide, sexual assault, combat operations stress, financial problems, and other problems that detract from unit and family readiness. 

QUALIFICATION REQUIREMENTS:

  1. Skill to establish and maintain effective relationships with, and gain confidence and cooperation of supervisors and managers to accept proposals on complex issues. 

  2. Organize and communicate effectively orally and in writing at briefings and training sessions, with VIP's, media representatives and in professional conferences and training workshops to encourage understanding and acceptance of programming.

  3. Skill to review, modify, develop, and implement alcohol/substance abuse prevention and intervention educational training and life skills training programs that are timely, relevant to military commanders' and community's needs, flexible and sustainable in execution. 

  4. Skill to conduct presentations and deliver education and training using a variety of techniques and methods on alcohol/substance abuse prevention and life skills training to high risk populations.  

  5. Skill to prepare and obtain training materials used in alcohol/substance abuse prevention and life skills training programs to include: lesson plans, resource guides, films, and other sources of information.

  6. Knowledge of the Marine Corps Drug Testing Program (DTP), Alcohol and Drug Management Information Tracking System (ADMITS), Forensic Toxicology Drug Testing Lab (FTDTL), and/or related drug testing programs and management information systems, office automation systems and processes, computer applications, principles, and techniques. 

  7. Knowledge of computers to input and retrieve data, process documents through word processing, graphics and spreadsheets.

  8. Ability to plan and organize events and activities. 
  9. Knowledge of local, state and federal regulations as they pertain to alcohol/substance abuse. Knowledge of operating procedures of substance abuse treatment, drug testing, prevention, and command inspection programs. 
  10. Knowledge of the military structure and environment preferred.

This position is designated as a Position of Trust, and the incumbent must be eligible for a background check.  Must be able to obtain and maintain a National Agency Check with Inquiries and State Criminal History Repository Check (Tier 1) with Childcare background checks which are required for positions that involve working with children under 18 years of age.
