Duties

The purpose of this position is to plan, manage, and administer a comprehensive year round health and fitness program, and the facilities used in conducting the activities that comprise the program at Marine Corps Base Hawaii, Kaneohe Bay Semper Fit Center, Kulia Fitness Center and ancillary fitness facilities on the installation.  The program serves a population of active duty; reserve, and retired military personnel, their family members, civilians, and other authorized customers.  The incumbent will plan, develop, organize, manage, and supervise diverse and comprehensive health and physical fitness programs, which include group exercise classes, self-directed fitness programs, incentive programs, special events, and instructional programs.

Provides meaningful connections through customer service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner.  Takes action to solve problems quickly.  Alerts the higher-level supervisor or proper point of contact for help when problems arise.  Plans, organizes work and manages internal resources to ensure maximum productivity and economies.  Prepares financial plan, budgets, inventories, cost controls, and related records and reports.  Reviews the financial status of the assigned activity and recommends changes considered necessary.  Either directly or indirectly through subordinate supervisors, manages activity employees. Effectively supports the Marine Corps Equal Employment Opportunity policy, and ensures compliance with fire safety, security, and other environmental issues.  Manages new property resources and provides advice on renovations and improvements.  Maintains and enforces security for funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud waste and abuse.  Must be alert to alcohol abuse and take appropriate action. Reports safety and security violations to the proper authority, when discovered.  Coordinates and implements plans and policies to ensure facilities and programs comply with established safety, fire, and environmental directives. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.  May transport equipment and audio visual aids.

Contributes to readiness and improving productivity through programs that promote fitness, sports, esprit de corps, and quality of life for authorized customers.  Coordinates the use of fitness facilities to accommodate the comprehensive Semper Fit Program, and ensures weekly/daily inspections are conducted on fitness and sports equipment, and facilities with discrepancies documented and forwarded to the appropriate office for correction.  Determines the needs and desires of the serviced community.  Continually evaluates the effectiveness of ongoing activities, resources, and program objectives, and adapts and alters program activities based on findings.
 
Initiates purchase requests for required equipment, supplies, and services.  Prepares and submits the annual budget for review/approval.  Performs a variety of administrative tasks to include but not limited to:  establishing and updating operating procedures, preparing management narratives, after action reports etc.

Exercises supervisory personnel management responsibilities to include: supervising, mentoring, structuring assignments, and reviewing work of subordinates based on deadlines.  Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work.  Provides and advocates recognition and feedback for employee performance and contributions, and recommends appropriate honorary and/or monetary awards.  Advises employees regarding policies, procedures, and directives of management, and assures that mission and accuracy requirements are met.

EVALUATIONS:

Qualifications

A Bachelor¿s Degree in an academic field related to the health sciences or allied sciences, exercise physiology, kinesiology, or other related curricula focused on fitness assessment, or physiological adaptation to exercise and exercise program design.  Four years of experience in fitness or a health field with health education & prevention as a primary focus.  Experience in planning, managing, and administering a comprehensive year round health and fitness program, and the facilities used in conducting the activities at a military installation serving a population of active duty, reservists, retired military personnel, their family members, civilians, and other authorized customers.  Skill to plan, develop, organize, manage, and supervise diverse and comprehensive health and physical fitness programs, that include group exercise classes, self-directed fitness programs, incentive programs, special events, and instructional programs.

Certifications in fitness, basic cardiopulmonary resuscitation, automated external defibrillator, and First Aid that are kept current throughout employment. Current certification from a fitness organization/certification noted in Marine Corps Order 1700.29 Table 2-3

Competency in public speaking, professional writing for public awareness, computer literacy and metrics reporting and/or program evaluation.

Physical dexterity, and ability to conduct exercise classes, stand for long periods of time, and lift, carry objects up to 45lbs. independently, and objects over 45lbs with assistance.

Must be able to obtain and maintain Tier-1 Child Care (CNACI) background checks, which are required for positions, which involve working with children under 18 years of age.
