Duties

  • You will serve as the NC3 LCI Modernization Principal Assistant Program Manager (PAPM) in support of the PMW 770 Undersea Integration program office within PEO C4I.
  • You will be responsible for the management and execution of Navy Modernization for Submarines and Shore Sites to include Nuclear Command, Control and Communication (NC3) designated platforms and systems.
  • You will be responsible for the management, coordination and reporting of NC3 System of Systems across the PEO C4I portfolio to deliver integrated NC3 capabilities to the fleet.
  • You will incorporate industry and government best practices to enhance efficiency and cost effectiveness.
  • You will ensure that Assistant Program Managers are tracking required contract deliverables, ensuring that they are submitted as required by the contract and that government review, where required, is timely.
  • You will exercise civilian leadership principles in carrying out assigned supervisory duties in accordance with Space and Naval Warfare Systems Command (SPAWAR) Civilian Personnel Instructions.
  • You will review, evaluate, and prioritize program risks and associated mitigation and contingency plans across multiple programs or projects in order to effectively communicate program risks up the chain of command.
  • You will prepare program budget estimates, develop work breakdown structures, build program schedules, perform contract planning and coordinate post-award activities.
  • You will lead a team of Assistant Program Managers (APM), Project Managers and other personnel as required to support acquisition processes.
  • You will be well versed in the Department of Defense (DoD) and Department of the Navy (DON) acquisition processes and policies including Planning, Programming, Budgeting and Execution (PPBE) system.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Program Management Level IV. Certification is required within 24 months of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
  • This position requires a Secret clearance with the ability to obtain and maintain up to Top Secret/SCI.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Manage all phases of program acquisition life cycle to include definition, development, design, integration, test and evaluation, acquisition and contracts strategies, contract management, cost estimation, scheduling, production, installation, training, operational support,
sustainment, modernization, and disposal. Apply risk management principles and use earned value
management tools and techniques to manage cost, schedule and performance for assigned program(s).

Experience with the management and execution of Navy Modernization for Submarines and Shore Sites to include Nuclear Command, Control and Communication (NC3) designated platforms and systems. Experience providing strategic Advance Planning to support platform modernization, aligning Capability Build (CB) packaging across CPORs to deliver fully tested, and integrated capabilities to the fleet. Responsible for the management, coordination and reporting of (NC3) System of Systems across the Program Executive Officer (PEO) portfolio to deliver integrated NC3 capabilities to the fleet.

The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (Tier 2), the total adjusted salary may be capped equivalent to GS 14 Step 10 (currently $180,931) pay band, including higher responsibility positions.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

Position is Remote work Eligible subject to the approval of management.

This position is covered by the Department of Defense Priority Placement Program.
