Summary

The primary purpose of this position is to assist and support the MWR Director in planning, organizing and supervising of department wide defined support services to include administrative, financial support and information technology and process improvement. Additionally, assists in ensuring the effective accomplishment of MWR support functions in direct support of all MWR operations and facilities.

Duties

45% 1. Provides supervision and direction to and review of functional and operational management aspects of support programs composed of but not limited to: accounting services and cash collection, asset management, purchasing support (via government credit card), information technology and general administrative functions and financial analysis, to support the entire department. Assures the subordinate personnel of these operations carry out accepted practices and methods; and that effective controls have been established to account for appropriated and nonappropriated inventory and that prescribed accounting, personnel, administrative and procurement procedures are followed. Is the direct liaison with Navy Region Mid-Atlantic (NRMA) financial officers and provides lnput for and directs; the preparation of reviews for appropriated/nonappropriated fund budgets and assures that all internal procedures/controls are in place.

25% 2. Supervises, directly and through subordinate supervisors, a staff ranging from professional, technical, skilled and. unskilled employees; staff represents appropriated and nonapproprialed civilian employees (see attached employee list). Incumbent is responsible for affecting good position management principles throughout the organization. Makes changes in organization of work or assignment of functions to positions to improve workflow and services rendered, promote job satisfaction and increase productivity. Plans to meet substantial changes in workload and recommends and justifies revisions in staffing levels, work priorities and deadlines. Reviews and analyzes records and reports of work production, costs, equipment and staff resource utilization to evaluate progress and to control or reduce costs. Provides oversight to all operations and functions within his/her span of control. Assigns and explains work requirements to subordinate levels of supervision for new or changed programs/processes. Develops local operating guidelines to implement procedures, methods and other work related changes. Resolves technical work problems not covered by precedents or estab­ lished policies. Informs employees and supervisors of personnel matters-that affect them and initiates personnel action. Develops training plans to broaden employee skills and to provide back-up skills; recommends formal training as needed. Implements provision of government, agency and local programs in the area of equal employment opportunity and employee management relations to assure equal treatment of all employees. Keeps staff informed of all aspects of personnel programs in the department and answers their ques­ tions on such matters or obtains technical information from specialists as warranted.

20% 3. Incumbent supervises departmental information technology requirements to include, oversight of legacy network and point of sale (POS) management in support of nearly $12 million dollars annually. Insures the integrity of IT systems, with standard principles and established standards set by the region. May establish operating·criteria, procedures and techniques for effective and efficient task completion with CNIC and NRMA guidance.

10% 4. Continuously evaluates department procedures and in-house programs by analysis of plans and projections of the various support division activities, analysis of inspection reports, auditing and accounting inspections/visits by CNIC and NRMA or other DOD/commercially operated components. Evaluates, as required by the Director, the overall effectiveness of individual programs and recommends to the Director the development of remedial measures to correct management deficiencies. Initiates follow­ up to assure compliance. Recommends, 'to the MWR Director, overall adoption of practices, programs and procedures found to be outstandii1g throughout the Navy/DOD, MWR system. Maintains liaison, as required by the Director, with NRMA and CNIC as required.

Qualifications

A qualified candidate must possess:
A four-year undergraduate degree or equivalent experience in the area of business, accounting/finance, recreation management or other related fields is required.

Knowledge of and ability to utilize principles, methods, techniques and systems of management.

Knowledge of the application of high level, sound, independent judgment in the solution of financial problems and the administration of management functions.

Knowledge of military MWR programs to the extent that the incumbent has the ability to apply experimental theories and new developments to problems which are not responsive to resolution by accepted methods.

Ability to direct and coordinate difficult and complex functions.

Ability to develop, apply and adjust plans and policies to attain objectives.

Ability to make recommendations to the Director, which will have a significant impact on MWR policies or programs.

Education

A four-year undergraduate degree or equivalent experience in the area of business, accounting/finance, recreation management or other related fields is required.
