In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, Transportation Operations Series 2150
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes a wide range of laws, regulations, policies, precedents, principles, procedures, requirements and techniques for air terminal operations/management; knowledge of complex transportation procedures and their relationship to overall mission objectives. Knowledge, leadership ability and skills to plan and implement a variety of air terminal management projects or studies to support long-range operations objectives. Thorough knowledge of Federal agencies' practices and commercial procedures to manage an efficient and effective air terminal operations. Comprehensive and extensive knowledge, background and technical expertise in air and commercial transportation. Thorough knowledge of cargo, mail, and passenger eligibility requirements, priority procedures, handling of dangerous and prohibited cargo, revenue traffic, and classification for commercial shipment. Knowledge of the payload capability and loading characteristics of the various types of military and civilian aircraft used in the Defense Transportation System. Knowledge of air terminal operations management support activities in order to identify, plan, coordinate and/or evaluate requirements for manpower, equipment and facilities. Knowledge and ability to prepare and present effective oral and written presentations, and to deal effectively with all levels of personnel, including key managers, operating officials, and customers of airlift resources.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of a wide range of principles, processes and concept of air transportation, passenger movement and fleet services as they relate to an air terminal complex with advanced design mechanized materials handling equipment and sophisticated computerized system.
2. Comprehensive knowledge of the full range of the DOD air transportation system, Air Passenger Terminal and Fleet Service functions.
3. Extensive knowledge of transport aircraft, related to load characteristics, fleet servicing characteristics, fleet servicing instructions, passenger terminal security and air transportation and security instructions and technical orders to include Defense Transpo1iation Regulation, AMCI 24-101 series, AFMAN 24-204, Foreign Clearance Guide (FCG), 9 CFR 94.5.7, CFR 330.400 as well as in depth knowledge of applicable safety and security
regulations, practices, and procedures.
4. Knowledge of and ability to operate several computer systems to include, but not limited to Global Air Transportation and Execution System (GATES), Cargo Movement Operation System (CMOS), Global Decision Support System (GDSS), Flight Information Display System (FIDS) and Microsoft Office and other applicable computer systems.
5. Knowledge of budget management principles and ability to apply them to manage resources to meet operational requirements. Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors. Ability to communicate effectively both orally and in writing and be diplomatic and tactful in coordination and decision making with the various work centers and higher headquarters.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
