This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

GENERAL EXPERIENCE: An applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one-year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level.
SPECIALIZED EXPERIENCE: Application must indicate in their resume and any other supporting documentation provided must clearly substantiate you currently possess 36 months of specialized experience. Experience in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, Air National Guard Operations Groups. Experience in piloting and instructing pilot skills in one or more of the following main-frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA). Although a variety of piloting administrative tasks are performed in support of an Air National Guard aviation program, the required competence for this grade includes the abilities to train and instruct others in the piloting of a specified main-frame military aircraft. Experience in reading and applying mission tasks, intelligence reports, and weather information. Supervising and conducting mission planning, mission preparations, filing flight plans, and conducting crew briefings. Aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Operating aircraft controls and equipment. Performing and supervising the work procedures involved in navigation, in-flight refueling; search and rescue operations; and, surveillance and reconnaissance missions. Conducting and supervising crew member training on simple to complex mission specific tasks. Developing plans and policies, monitoring operations, and briefing commanders. Experience in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics. Planning and preparing for missions; and, experienced in piloting and instructing others in piloting specific air-frame/military aircraft.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MP3.
