Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION

This National Guard position is for a SUPERVISORY AIRFIELD MANAGEMENT SPECIALIST (Title 5), Position Description Number T5823000and is part of the AR ANG 188 OSS FT, National Guard.

Duties

1. Plans, organizes, and directs, and controls airfield activities in support of flying missions, ensuring that airfield management services provided complies with legal and regulatory requirements. Provides pre-flight, enroute, and post flight services; coordinate and maintain liaison with military, federal, international and local agencies concerning flight planning, training route utilization, flight movement messages, searches/rescue operations, and base contingency/operational plans; and conduct airfield inspections/checks to insure adherence to airfield standards. Establishes policies and procedures for accomplishment of airfield management and flight service activities, ensuring that flying mission and/or flight safety is not compromised. Develops goals and objectives that integrate organization and Operations Support Squadron objectives. Researches, interprets, analyzes and applies DOD, Air Force, Federal Aviation Administration (FAA), and International Civil Aeronautical Organization (ICAO) rules and directives. Develops procedures for advising military/civilian agencies on closure of runways, taxiways, or aircraft parking aprons/spots, airfield repairs/construction, and availability of airfield lighting/navigational aid systems. Provides guidance and coordination in emergency situations on the airfield. Inspects the airfield after emergencies/accidents, assesses damage to airfield property, and directs the necessary actions to repair and reopen airfield facilities. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Develop, manage, and administer the base-wide airfield driving/training familiarization program. Performs duties as the Assistant Airfield Manager in accordance with applicable regulations and acts as the Airfield Manager in the absence of the AFM.

2. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of (functional area) and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Provides advice to supervisor of significant issues and problems related to work accomplishment.

3. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. These individuals may be on various types of employment status such as Air Technician, AGR and Special Training or other approved man-day orders. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Accepts, amends, or rejects work presented by subordinates. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development.

Qualifications

GENERAL EXPERIENCE:
  • Experience that provided a general knowledge and understanding of traffic or transportation programs or operations.
  • In addition to the IORs, include experience, education, and/or training providing a good understanding of administrative methods for accomplishing the work of an organization.
  • Experience working with Federal, State, and municipal regulations governing the use of transportation vehicles.
  • Experience in maintenance of inventories and cost computations.

SPECIALIZED EXPERIENCE:
  • 1-year specialized experience equivalent to at least the next lower grade.
  • Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs.
  • Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures.
  • Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States)
  • Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

4. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.

5. Represents Airfield Management/Base Operations with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with control tower operations, Radar Approach Control (RAPCON), and FAA personnel. Meets with or discusses services provided to pilots and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency. Conducts airfield-related inspections and takes positive action to eliminate unsafe flying conditions. Reviews, formulates, and issues written instructions to clarify Air Force, MAJCOM, and NGB guidance, and develops special instructions for non-routine assignments. Performs Flight Services responsibilities and Aviation Resource Management duties as necessary.

6. Executes the airfield portion of the Bird, Aircraft Strike Hazard (BASH) and Foreign Object Damage (FOD) programs. Develops and ensures implementation of BASH measures based on trends, environmental studies, and seasonal events. Coordinates procedures for airfield wildlife dispersal teams in support of the BASH program. Ensures information provided for aircrew pre-flight planning; Develops procedures for collecting and processing wildlife remains for proper identification and tracking. Briefs bird migration efforts and procedures. Ensures dissemination of bird watch conditions. Participates in base Foreign Object Damage (FOD) meetings and briefs on airfield FOD conditions and trends. Monitors airfield sweeping schedule for effectiveness and executes change based on current requirements and analysis of trends.

7. Coordinates air operations functions with air route traffic control center; control tower; aircraft maintenance; crash and rescue; transient alert; and command section. Establishes procedures for gathering and maintaining current flight information and reporting statistical data relative to the base operations function. Interprets policies and flight directives pertaining to flight plans and local flight clearances. Reviews flight schedules, flight plans, local aircraft clearances, statistical mission data, and NOTAM files to ensure accuracy, completeness, and conformance with governing directives. Inspects publication files of air operations and aircraft flying directives for completeness and currency. Reviews Flight Information Publications (FLIP).Supervises the procurement and maintenance of a complete stock level of publications, charts, maps, forms, office supplies, stereo flight plans, and other supplies and equipment required in the operation of the section. Ensures required maintenance of the FAA flight planning (Dial Labs) telecommunications equipment and other equipment such as NOTAM and weather receivers.

Performs other related duties as assigned.
