The primary purpose of this position is to manage the total operations function of the squadron on a daily basis.

Duties

  • Supervises, directs and monitors operations programs for the training of a Reserve flying unit, including flight operations, unit training, intelligence, communications and tactical planning.
  • Responsible to the Aircraft Operations Officer/Air Commander for all matters pertaining to operational readiness and effectiveness of the unit. Directs all operations and maintenance training programs for the Squadron. Instructs or examines pilots in flying proficiency, plans flights and training missions, evaluates pilots, plans course outlines.
  • Analyzes directives from higher headquarters and information available in form of accident reports and mission readiness reports in order to develop operational plans, standard operating procedures, and implementing instructions pertaining to General Military Training of Squadron personnel, electronic warfare, tactics training, flight operations, intelligence, and command center communications training.
  • Ensures the operational readiness and effectiveness of the unit. Ensures effective unit manning, retention, and recruitment of personnel.
  • Manages the Squadron's flying hour program to ensure equitable distribution among the assigned aircrews.
  • Coordinates plans and programs with appropriate staff activities such as personnel, communications, maintenance, intelligence, medical, and armament to insure adequate facilities for aircraft crews. Observes and evaluates effectiveness of training programs and operation of other activities supervised.
  • Participates in combat training missions and conduct post-mission critiques to evaluate effectiveness and proficiencies of air crews. Directs briefing of combat crews on such phases of mission as formation and tactics, weather, rendezvous points, targets, and expected enemy opposition.

  • Incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY) away from the normal duty station.
  • Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
  • Incumbent must obtain and retain the appropriate security clearance level designated for the position
  • Must be registered for Selective Service, see Legal and Regulatory Guide

  • This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. Employee must sign a mobility agreement.
  • As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must be a rated aircrew member on flying status and periodically, as prescribed by Air Force directives, must take and pass standardization/evaluation flight examinations to demonstrate flight proficiency.
  • Must meet and maintain appropriate physical standards for aircrew duty according to AFI 48-123, Medical Examinations and Medical Standards.
  • Periodically, as prescribed by regulations, must take and pass standardization/evaluation flight examinations which consist of both written tests and actual flight performance to demonstrate flight knowledge and abilities required by the position.
  • The incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position.
  • The incumbent may be required to work overtime to meet workload demands.

Qualifications

AFRC SUPPLEMENTAL QUALIFICATION STANDARDS AUG 2017 - Supervisory Airplane Flight Instructor, GS-2181-14

SPECIALIZED EXPERIENCE: Three years of progressively responsible experience in a flying component of the US military establishment in assignments that normally would qualify for progression into the position of Wing Operations and Training Officer or its equivalent. This experience must have included assignments wherein the applicant was required to have demonstrated ability to formulate plans and policies pertaining to operation and training of search/rescue, tanker, transport, fighter, specials operations, bomber, or reconnaissance units; operation of flying training schools; or aircraft performance programs. At least one year of specialized experience must have been of a level of difficulty and responsibility comparable to that of the GS-13 or equivalent in other pay systems.

CERTIFICATION: Must have been awarded or qualify for a USAF Pilot rating and hold a valid aviation aeronautical order. Individuals are required to submit AF Form 8 Certificate of Aircrew Qualification or AF Form 942 Record of Evaluation from their Flight Evaluation Folder or equivalent sister service Record of Instructor Evaluation.

MINIMUM FLYING HOURS: Applicants must have logged 1,500 or more total flying time as a Pilot (accumulation of primary, secondary time, instructor time, evaluator time, student, simulator and other US Military and Foreign time). Must have actively flown military aircraft within the past eight (8) years. You must submit an ATAFR-209 Form or Flying History Report (from the Aviation Resource Management System-ARMS) OR any official document that shows recency (last date actively flown), total flight hours, type of aircraft flown, and instructor qualifications e.g. Undergraduate Pilot Training (UPT) certificate, Individual Data Summary (from the Aviation Resource Management System-ARMS).

FAILURE TO SUBMIT THE REQUIRED DOCUMENTATION WILL RESULT IN AN INELIGIBLE RATING. NOTE: Flying hours logged as student pilot and simulator are creditable. Flying hours in fighter/training aircraft will be given two-for-one credit by the examining office (Student hours will not be doubled).

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of and skill in the application of rated aviator expertise, as a pilot.
  2. Knowledge of the formulation of plans and policies pertaining to operations and unit flying training activities.
  3. Knowledge of flying operations, unit mission, and command center communications, intelligence procedures, and current operations including worldwide deployment of aircraft.
  4. Knowledge of the relationships of the various entities to include high-level organizations and assigned area of responsibility, in overall planning and execution of operations and evaluations.
  5. Ability to communicate effectively both orally and in writing.

Other significant facts pertaining to this position are:
  1. This is an Air Force Reserve Command (AFRC) key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. As a designated key position, the term "key" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines or influences policies of the unit to which assigned), and has no relationship to the term "key" as defined in AFI 36-507.
  2. This is a key Air Force Reserve Command management position in which the incumbent is required to formulate, determine or influence policies of the assigned units.
  3. Aircrew and management duties include stress (both mental and physical), exposures to extreme hot and cold temperatures, gravity forces of three in non-fighters and nine in fighters.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
