Specialized Experience: One year of specialized experience which includes researching and implementing new and improved budgetary methods and procedures in identifying and analyzing trends in the use of funds and measuring organizational effectiveness in achieving program goals. Experience with budgetary functions which support all the programs (e.g., formulation, justification, presentation, and execution of the budget for limitation funds; supplies and equipment; contracts and other contractual services; civilian personnel pay; and the preparation of official monthly, quarterly, and annual reports). Understanding of concepts, principles and practices of the planning, programming, budgeting, and execution system (PPBES), which governs the Federal and Congressional budget process and precedent setting policies, decisions, procedures, and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
