Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position:

Duties

  • Monitoring and reporting on the rate of expenditure of funds in the approved budget and notifying management officials of trends toward over or under execution of funds.
  • Apply skills to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions involving the resolution of conflicting goals and objectives.
  • Carries out responsibilities on own initiative and is depended upon to plan, develop and execute the programming, budgeting and manpower functions for HQ IMCOM.
  • Provides status of funds reports and control records as source documents for comparison with, and evaluation of, current and historical data for compilation of information/data and completion of schedules.
  • Contacts counterparts in the budget office at higher headquarters and other organizations to obtain information, advice and interpretations of policies and procedures.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This is a Financial Management Level II Certified position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes researching and implementing new and improved budgetary methods and procedures in identifying and analyzing trends in the use of funds and measuring organizational effectiveness in achieving program goals. Experience with budgetary functions which support all the programs (e.g., formulation, justification, presentation, and execution of the budget for limitation funds; supplies and equipment; contracts and other contractual services; civilian personnel pay; and the preparation of official monthly, quarterly, and annual reports). Understanding of concepts, principles and practices of the planning, programming, budgeting, and execution system (PPBES), which governs the Federal and Congressional budget process and precedent setting policies, decisions, procedures, and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 above).
