Summary

You will serve as a Supervisory Civil Engineer/Technical Discipline Coordinator in the Capital Improvements Business Line (CIBL) of NAVAL FACILITIES ENGINEERING COMMAND SE.

Duties

  • You will assign work to subordinates based on priorities, considering the difficulty and requirements of the assignments.
  • You will identify training needs of subordinates.
  • You will develop and implement regional policy on civil engineering issues.
  • You will mentor new employees in specific tasks, job techniques, and processes related to civil engineering.
  • You will oversee civil engineering design of shore installation facilities projects.
  • You will develop innovative design solutions and new techniques.
  • You will serve on independent technical review teams and quality assurance teams.
  • You will supervise a diverse team of engineers, set expectations and performance levels, and address any human resource issues.
  • You will mentor junior employees, interns, and field office personnel.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Specialized experience must demonstrate the following: 1) Supervising and providing subordinate direction over civil engineering functions for the construction of facilities at major installations and various project sites; 2) Reviewing project plans and maintaining surveillance over civil engineering and utility layouts; 3) Directing inspection of construction operations for compliance with intent of design; and 4) Managing the civil engineering design for the construction of projects at all stages to include conceptual planning, design development, contract advertisement, review of construction design submittals certificates, requests for information, change order, and test results on equipment and materials.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Physical Demands: Occasional physical activity is required including walking, climbing or bending in the performance of field work, for designs and during field inspections of existing and/or new facilities during design and construction.

Work Environment: Work is performed primarily in an office setting. Travel to CONUS and OCONUS activities for assigned projects is required. There are occasional site visits, and exposures to conditions in buildings and facilities that are under construction.
