SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge and understanding of cultural and social issues and the impact on the workforce and to provide technical expert advice to higher-level management. Knowledge of talent management, leading edge programs, practices, and procedures. Knowledge in strategic planning, change management and implementation processes to include relating objectives, goals and initiatives to identified strategies. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of social science principles, concepts and techniques used to evaluate and determine the requirements for community, families and Airmen support delivery systems, to develop, implement and improve command-wide programs and draw supportable conclusions.
2. Wide ranging professional knowledge of principles and techniques of social system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve AFRC accessibility, responsiveness and relevance to the command mission and the needs of its members.
3. In-depth knowledge of the budget and cost analysis process; and knowledge of program planning and budgeting cycles.
4. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships
5. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. Ability to develop and use appropriate data collection techniques.
6. Comprehensive knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing integrated resilience and community programs, and the common types of these in effect in state and local governments, carried out at the installation level and in local communities.
7. Knowledge of safety and security regulations, practices, and procedures.
8. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
9. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
