Individual Occupational Requirements
BASIC REQUIREMENT: Bachelor's degree in computer science
or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in knowledge of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices and procedures, applying advanced computer software, software systems and hardware architectural theories, ensures sound system software engineering principles, are applied to development and sustainment of designed functional missions area to include cost, schedule and quality goals are achieved, knowledge of cyber resiliency, cyber mission thread analysis and software coding.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of the theories, concepts, principles, practices, standards, methods, techniques, and materials of computer science, and knowledge of other technical disciplines to apply advanced computer software, software systems and computer hardware architectural theories, principles and concepts to new applications, experimental theories, and other areas of responsibility.
- Knowledge of the principles of planning, program management, and standard acquisition regulations, practices, and procedures.
- Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
- Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources
- Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an
organization through subordinate supervisors.
- Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as
work in a professional manner with peers, management, contractors, academia, and other agencies.
Ideal Candidate:
- Over 15 years of experience in designing, installing, maintaining, and sustaining large-scale network environments, including Local Area Networks (LANs) and Wide Area Networks (WANs).
- Over 10 years of supervisory experience leading large teams of 15+ people, with a proven track record of effective team management and leadership.
- Over 5 years of experience in strategic planning, aligning IT initiatives with business objectives, and successfully implementing those plans into operational reality, driving business growth and improvement
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
