Summary

This position is assigned to the Non-Appropriated Fund (NAF) Finance Office (N948); Fleet and Family Readiness Support Service Center (FFRSC) (N94); Commander, Navy Region Mid-Atlantic (CNRMA); Norfolk, VA. Incumbent serves as the Supervisory Contract Specialist for the Mid-Atlantic Region NAF Acquisition Department, to provide strategic leadership, oversee a diverse portfolio of contracts, and ensure the highest standards of efficiency, compliance, and innovation in the contracting process.

Duties

Non-supervisory duties comprise 75% of incumbent's time and include but are not limited to:

  • Oversees the comprehensive Supply Service Acquisition program for CNRMA NAF area of responsibility.
  • Develops and implements comprehensive contracting strategies aligned with CNRMA's mission, goals, and the broader objectives of the Department of the Navy (DON) and Commander, Navy Installations Command (CNIC).
  • Oversees the development of acquisition local operating procedures as it relates to Region NAF Purchase Card; training related to supply services; and development of local operating procedures to manage and operate the regional Fleet Card Program.
  • Serves as Contracting Officer for the CNRMA area of responsibility, as appointed by higher authority, with responsibility for entering into, administering, and terminating contracts on behalf of CNRMA within limits defined by the contracting officer warrant.
  • Obtains and analyzes procurement data from CNRMA for regional planning, consolidation, and standardization of procurement actions.
  • Serves as advisor on administration of contracts; overseeing all aspects (e.g., preparation/distribution of solicitations, evaluating/negotiating offers received, awarding of contracts) for major and multi-installation supplies and services contracts.
  • Handles and resolves routine or well-precedented problems related to supply services acquisitions.
  • Delineates supply/service from construction requests that are received and reroutes accordingly. Monitors the use of the purchase cards for potential charges that may qualify as construction.
  • Participates in meetings with key customers, suppliers, and coordinating officials to assess customer satisfactions, explain contracting policy and procedures, and resolve problems that arise and to formulate, implement, monitor and improve contracting strategies.
  • Serves as a business advisor providing advice, guidance, and business solutions to contracting officials, program officials, on a wide range of contractual issues; implements policy, to recommend and/or lead change in the procurement process; perform oversight of and/or audit of contract files, compile lessons learned, ensure consistent policy application, and provide continuous improvement of processes.
  • Develops and implements the annual NAF Regional Contracting Office budget.
  • Develops communication materials as needed related to department functions.
  • Participates in regional communications sessions with staff, managers, and/or employees to present information on subject area topics.
  • Develops and presents subject area specific training to both internal and external customers as needed.
  • Prepares and analyzes functional area specific reports.

Supervisory duties comprise 25% of incumbent's time and include but are not limited to:
  • Directs work to be accomplished by staff;
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities;
  • Conducts annual performance reviews of staff;
  • Participates in section staffing decisions;
  • Ensures staff receives proper training to fulfill requirements of their positions;
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and,

  • Directly supervises up to seven (7) NF-03 to NF-04 employees in various classifications (e.g., Procurement Technician and Contract Specialist).

  • Occasional travel of less than 5% may be required.
  • Must pass all applicable records and background check.

  • Must possess and maintain a valid driver’s license. Travel requires the use of official government vehicle.
  • Requires or must have the ability to obtain an unlimited NAF contracting warrant within one year of hire date. Warrant must be maintained throughout employment.

Qualifications

A qualified candidate possess the following:
  • Knowledge of Federal and Agency contracting laws and policies, theories, principles, practices, and techniques of contracting operations.
  • Knowledge of NAF and APF contracting requirements related to procurement of goods, services, and construction within a government environment, related to firm fixed-price procurements.
  • Knowledge of price/cost analysis techniques, sufficient to evaluate contractor proposals.
  • Knowledge of contract types, methods, and techniques that mainly involve firm fixed-price contracts with a general understanding of other contract types.
  • Knowledge of NAF Purchase Card Program.
  • Knowledge of NAF Fleet Card Program.
  • Knowledge of CNIC organizational structure and mission(s) of organizations.
  • Ability to oversee a functionally specific acquisitions program and provide guidance to staff on program requirements, processes, and procedures.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to analyze and prepare clear, concise, and technically sound reports related to work within the office.
  • Ability to perform the full-range of supervisory duties.
  • Ability to communicate effectively both orally and in writing.

Education

Basic educational requirements:

  1. A 4-year course of study leading to a bachelor's degree with a major in any field; or,
  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition, the OPM Qualification Standard for the 1102 series specifies the amounts of education and/or specialized experience required to qualify for this position.
