Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For the GS- 14 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS13); or its non-Federal equivalent that demonstrates: Experience in leading, directing, coordinating, evaluating and carrying out all aspects of an agency's contracting and procurement activities; broad knowledge and experience in all phases of contract negotiation, administration, price/cost analysis, principles, policies, procedures, and technical requirements applicable to pre-proposal and post-award actions to include close out and for termination for various types of contracts. Experience in developing milestone plans for staff and administering procurement and contract objectives.
Experience in overseeing, reviewing and advising staff regarding solicitations and contracts for actions of all types and all dollar amounts to assure compliance with Federal statutes, regulations; policies, procedures, Departmental and/or mission area. Experience in advising senior management on program plans and priorities that are fundamentally significant in establishing, meeting and evaluating the agency's mission objectives and overall program goals. Experience in conducting detailed reviews of contract activities to improve operation efficiencies. Recent demonstrated experience managing teams of acquisition personnel (GS-1102) at a branch level or higher or its equivalent. In addition, recent demonstrated experience as a warranted Contracting Officer or Senior Contract Specialist in a major source selection is highly encouraged.
There is no substitution of education for specialized experience at this grade level.
