Summary

You will serve as a Supervisory Contract Specialist in the Naval Facilities Engineering Command of NAVFAC ROICC NAPLES.

Duties

  • You will plan work to be accomplished by subordinates to meet program goals, objectives and broad command priorities, set and adjust short-term priorities and prepare schedules for completion of work.
  • You will develop systems for evaluating and monitoring contractor performance for compliance with terms and conditions of the contract.
  • You will prepare, review, and approve price negotiation memorandums.
  • You will review contracts, contracting plans, and contract changes for propriety of acquisition method, contract type, and documentation to ensure compliance with policies and regulations.
  • You will perform pre-award functions for procurements involving complex contacts of highly specialized, extensive, new or innovative techniques for facilities construction, design, and services of significant importance to the agency.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing both pre award and post award contracting functions relating to the planning, development, advertisement, award, and administration of contracts for design, construction, utilities, alteration, maintenance, facility support services, research and development, energy, information technology, and environmental engineering. 2) Procuring and administering contracts for long range procurement programs. 3) Acquisition planning, including price arrangements, cost accounting, and life cycle costs involved in the systems acquisition process, such as, design or systems engineering, integrated logistics support, and financial management, to develop and implement a plan to procure a multi-year program or system. Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
