Duties

  • Serves as the Director, MICC- Fort Rucker Contracting Office, Provide day-to-day management direction for a Contracts/Procurement organizations
  • Determines actions to be taken on specific solicitations and contracts actions involving approvals of awards, disposition of protests, corrections, disputes, etc
  • Analyze metrics, statistics to measure outcomes, effectiveness, efficiency of a contracting activity. Produce analytical reports for GO/SES on all aspects of a organizations efficiency.
  • Monitor work of personnel in order to identify developmental or training needs required to perform the duties of the job assigned.
  • Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees to accomplish workload and meet mission requirements
  • Develop performance plans for rating employee's annual evaluation, and take disciplinary measures, such as warnings and reprimands to correct misconduct.
  • Implements Commercial Activities (CA) contracting guidance from higher headquarters and develops and implements MICC contracting guidance for the CA program.
  • Participates in or conducts conferences, staff studies, etc. pertaining to overall management and programming, mid and long term planning for acquisition activities.

  • Must be able to obtain and maintain a Secret security clearance and access.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting and Acquisition certification within 36 months (Foundational) as of entrance on duty.
  • This is a Critical Acquisition Position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years, or obtain an approved waiver.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, required to report to work or remain at work as scheduled to support mission operations.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • One year supervisory probationary period may be required.
  • One-year trial/probationary period may be required.
  • Back To Basics: (Foundational) This is an Army Acquisition, Contracting and Acquisition Career Field position. Selectee must meet position requirements for (CONTRACTING AND LOGISTICAL MANAGEMENT) certification within 36 months as of entrance on duty.

In order to qualify, you must meet the specialized experience requirements described below. Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;

OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30,
2000.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level NH-03 (GS-13 equivalent). Specialized experience is defined as:1). Advising upper echelon leadership in all phases of the acquisition process; 2) Developing pre-award and post-award objectives for complex procurements; 3). Planning functional technical activities for projects/programs; AND 4). Using a team of subordinate supervisors to manage contracting activity procurement program.

You will be evaluated on the basis of your level of competency in the following areas:


This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.

This is a Mid-Level NH-04 in the AcqDemo Pay banding scale. The NH pay band covers grades 14/15 on the GS scale. This position is subject to a salary control point equivalent to GS -15 step 6- $172,604. If the incumbent's salary currently exceeds the stated salary control point, the incumbent's salary control point will be set at the incumbent's existing base salary with the Rest of US Locality Pay Area rate applied.
