Summary

This is a Temporary National Guard Title 5 Excepted Service position

This National Guard position is for a Contract Specialist, Position Description Number T0046000 and is part of the United States Property and Fiscal Office - Purchasing and Contracting Division, New Jersey Army National Guard.

The purpose is to serve as a Warranted Contracting Officer and to supervise personnel engaged in procuring various supplies, services, Info Tech, Architect-Engineering Services, and construction.

Duties

As a SUPERVISORY CONTRACT SPECIALIST, GS-1102-13, you will:

  • Exercise supervisory personnel management and contracting responsibilities
  • Ensure timely submission of technical progress reports and performance metrics
  • Execute post-award contract performance management actions on assigned contracts
  • Resolve problems that limit competition and modifies clauses that discourage potential offers
  • Analyze price and cost elements of the proposed change(s) and obtain audits when required
  • Monitor and evaluate contractor performance for compliance with terms and conditions of contracts
  • Advise and provide counsel to employees regarding policies, procedures, and directives of management
  • Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements
  • Select appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems
  • Prepare final contract to include appropriate standard clauses and special provisions, final pricing and payment terms, and incentives
  • Initiate, establish, maintain and complete contract file documentation using electronic business systems including PD2 and VCE modules
  • Performs other duties as assigned.

Defense Acquisition Workforce Improvement Act Certification
The Defense Acquisition Workforce Improvement Act (DAWIA) requires specific training requirements for current contracting and acquisition employees. To be considered for this position, you must have completed training for and currently posses the DAWIA Contracting Professional certification.

Qualifications

Specialized Experience: 12 months of broadening contracting experience equivalent to at least GS-1102-12 level that has provided full competencies of contracting principles and procedures that included the following activities:

  • Contract Termination
  • Procurement Policies
  • Contract Administration
  • Advanced Cost/Price Analysis
  • Developing and Negotiating Positions

Must have one year of specialized contracting experience at the GS-12 level that required a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/costanalysis. Must have experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions. Must have Contracting Professional, DAWIA Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below). Any applicant selected will receive a tentative offer of appointment contingent upon passing a Contracting Officer Review Board (CORB),and obtaining a contracting warrant.

Education Requirements

  • Must have a four year course of study leading to an undergraduate degree (Bachelor's Degree) with a major in any field; with at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
