Duties
As a SUPERVISORY CONTRACT SPECIALIST, GS-1102-13, this position is located within a JFHQ-State United States Purchasing and Contracting Office. The primary purpose of this position is to serve as Chief of the Contracting Office (CoCO) for the ARNG and ANG, providing professional acquisition and business advisor services. Directly reports to the United States Property and Fiscal Officer.
1. Leadership and Supervision. Exercises direct supervisory and personnel management responsibilities. Provides supervisory responsibility for subordinate acquisition workforce personnel. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects, as assigned, or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Recommends awards when appropriate and reviews within-grade increases when eligible and follows up on the status when required. Listens to and resolves employee complaints at the lowest level and refers unresolved complaints to higher level management. Initiates action to correct geographically separated and diverse (T5, AGR, DSG/MDAY, Technician) performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Leave request approval authority; assures adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. Coordinates on personnel actions for vacancies; develops interview criteria; participates in initial screening and interviews of applicants for all contracting positions within the State. Ensures all contracting Officers must be rated by the Contracting Chain of Command IAW DoDI 5000.66. Request hiring incentives as needed for mission accomplishment. Supports the Whistleblower Protection Program by responding constructively to employees who make protected disclosures under 5 U.S.C. 2302(b)(8); taking responsible and appropriate actions to resolve any such disclosures; and creating an environment in which employees feel comfortable making such disclosures. 2. Plans and Directs Operations. Provides senior level operational contracting support advice and assistance. Plans, requests and negotiates the acquisition of all necessary resources to support the Contracting Office and prepares input for annual budgets. Anticipates resource requirements and/or changes in organization or functional assignments necessary to accommodate projected workloads and organizes or reorganizes the office to meet those needs. Develops detailed research, analysis, interpretation, and application of contracting support ensuring all requirements of law (statute and case law), executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met. 3. Personnel Management and Administration Functions. Exercises full management and line authority. Exercises delegated managerial authority to develop and implement operational contracting support program goals and objectives. Determines the best approach to resolving staffing shortages; develops long-range staffing plans. (20%)
4. Performs Technical Work. Works independently, or serves as team member/advisor, on process action teams, staff assistance visits, contracting studies and special projects. Participates in working groups or serves on boards and committees to recommend contract efficiencies as it pertains to future operations. (20%)
5. Performs other duties as assigned.

- The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. Contracting certification must be accomplished IAW DoDI 50000.66.
- The incumbent must meet the certifications, training, and experience IAW DoDI 5000.66.
- In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Must go through a Contracting Officer Review Board (CORB) prior to appointment and as a condition of employment must maintain a warrant.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless approved by the TAG.
- The GS-1102-13 and GS-1102-14 requires applicants to be DAWIA (Level I – Professional) certified in Contracting or have Federal Acquisition Certification in Contracting (FAC-C) (Level I – Professional).
Qualifications
AREAS OF CONSIDERATION:
Area 1: All on board permanent and indefinite T5 federal employees within the Oregon National Guard
Area 2: All on board permanent and indefinite T32 federal technicians within the Oregon National Guard
Area 3: All current non-permanent technicians/employees (T5 and T32) of the Oregon National Guard
Area 4: All current and former members of the Oregon National Guard (former members must provide documentation showing membership in the Oregon National Guard such as an NGB 22 or DD214)
GENERAL AND SPECIALIZED EXPERIENCE REQUIREMENTS:
Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. Must have specific experiences, training, and competencies (Skills, Knowledge, and Abilities) that prepared the applicant to successfully perform the duties and responsibilities required by each grade.
A. Must have one year of specialized contracting experience at the GS-12 level that required a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis. Must have experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions. Must have Level 1, DAWIA Professional Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below). Any applicant selected will receive a tentative offer of appointment contingent upon passing a Contracting Officer Review Board (CORB) as this position is required to hold a warrant as a condition of employment.

*GS-1102-13 Positions - To meet HCA CORB requirements, eligible candidates for GS-1102-13 and GS-1102-14 positions require CORB validation prior to appointment. The HRO will forward the tentative offer/selection package, to include a copy of the vacancy announcement and the selectee's resume/certification/documents, to the HCA Functional Manager. Once the CORB is complete the HRO will be notified by the HCA POC of the results of the CORB. If the candidate passes the CORB and has a tentative offer, the HRO will determine the enter on duty date.

MANDATORY POSITIVE EDUCATION:
Minimum education requirement is a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
Note: The minimum education requirements listed above applies to individuals who initially accessed, promoted, reassigned, changed-to-lower grade or detailed in the NG Title 5 or Title 32 Excepted Service Contracting Program, Occupational Series GS-1102, as of the effective date of this qualification standard.
