THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SUPERVISORY CONTRACT SPECIALIST (Title 32), Position Description Number D2620000 and is part of the OK JFHQ, Oklahoma Army National Guard.

This position is open to current members of the Oklahoma Army National Guard within the military grades of O-4 through O-5 or willing and eligible to become a member of the Oklahoma Air National Guard.

Duties

This position is located within a JFHQ-State United States Purchasing and Contracting office (USPFO). The primary purpose of this position is to serve as Chief of the Contracting Office (CoCO) for the ARNG and ANG, providing professional acquisition and business advisor services. Directly reports to the United States Property and Fiscal Officer.

Leadership and Supervision. Exercises direct supervisory and personnel management responsibilities. Provides supervisory responsibility for subordinate acquisition workforce personnel. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects, as assigned, or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Recommends awards when appropriate and reviews within-grade increases when eligible and follows up on the status when required. Listens and resolves employee complaints at the lowest level and refers unresolved complaints to higher level management. Initiates action to correct geographically separated and diverse (T5, AGR, DSG/MDAY, Technician) performance or conduct problems.

Plans and Directs Operations. Provides senior level operational contracting support advice and assistance. Plans, requests and negotiates the acquisition of all necessary resources to support the Contracting Office and prepares input for annual budgets. Anticipates resource requirements and/or changes in organization or functional assignments necessary to accommodate projected workloads and organizes or reorganizes the office to meet those needs. Develops detailed research, analysis, interpretation, and application of contracting support ensuring all requirements of law (statute and case law), executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met. Manages, leads, performs and directs all compliance, e-business, and integration actions for effective cradle-to-grave, pre-award and post-award contracting functions to include, market research, acquisition planning, synopsis, solicitation, evaluation, costs/price analysis using or developing formal analysis tools such as regression analysis, negotiation, select contract type, contract formation, contract administration, payments and financing, intellectual property, government furnished property, fraud and ethical considerations, changes, disputes and claims, Government Accountability Office (GAO) protests, Agency protests, inspection, acceptance, warranty, Small Business Administration socioeconomic requirements, Department of Labor requirements (e.g., payroll audits, on-site labor category compliance), environmental agencies, and complex terms and conditions. Leads statewide category management, strategic sourcing, and data analytics to improve total cost of ownership through disciplined data-driven requirements, and acquisition and cost management processes aligned with the NGB's resourcing strategy.

Performs Technical Work. Works independently, or serves as team member/advisor, on process action teams, staff assistance visits, contracting studies and special projects. Participates in working groups or serves on boards and committees to recommend contract efficiencies as it pertains to future operations. Assists subordinate units and staff directorates in developing Performance Work Statements (PWS)/Statements of Work (SOW)/Statements of Objectives (SOO) and provides assistance completing other requests for contract support (e.g., requirements documents, data elements, limited competition justifications, Independent Government Cost Estimates (IGCE), and evaluation criteria) for various types of contracts and other transactions. Manages the administration and tracking of contracts. Analyzes contractor performance and makes recommendations for revisions as contracts proceed through the acquisition lifecycle. Recommends solutions for post-award modifications/changes, settlement of claims and disputes, and terminations. Provides advice regarding contract strategies to best accomplish the project acquisition plan. Leads the establishment of source selection evaluations by developing source selection plans and recommending acceptable levels of performance. Applies a mastery knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Army Federal Acquisition Supplement (AFARS), NGB policy and other thousands of acquisition statutes, regulations, directives and procedures as well as business practices associated with DoD contracting.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Participation in direct deposit is mandatory.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Contracting certification must be accomplished IAW DoDI 5000.66.
  • The incumbent must meet the certifications, training and experience IAW DoDI 5000.66.
  • In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • The incumbent must obtain and maintain a secret security clearance.
  • Must go through a Contracting Officer Review Board (CORB) prior to appointment and as a condition of employment maintain a warrant.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Military Grades: O-4 through O-5

GENERAL EXPERIENCE: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.

SPECIALIZED EXPERIENCE: Must have one year of specialized contracting experience at the GS-12 level that required a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis. Must have experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions. Any applicant selected will receive a tentative offer of appointment contingent upon passing a Contracting Officer Review Board (CORB) and obtaining a contracting warrant.

Education

Mandatory Positive Education - Minimum education requirement a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

Note: The minimum education requirements listed above applies to individuals who initially accessed, promoted, reassigned, changed-to-lower grade or detailed in the NG Title 5 or Title 32 Excepted Service Contracting Program, Occupational Series GS-1102, as of the effective date of this qualification standard.
