SUPERVISORY CRIMINAL INVESTIGATOR

Summary

You will serve as the SUPERVISORY CRIMINAL INVESTIGATOR in the CYBER DIRECTORATE of the NAVAL CRIMINAL INVESTIGATIVE SERVICES. You will serve as a senior expert and criminal investigator advisor in law enforcement/counterintelligence (LE/CI) cyberspace investigative and operational matters.

Duties

  • You will serve as Executive Assistant Director (EAD) for the Cyber Directorate; act as principal architect to identify and lead development of cyber solutions to address cyber-related LE/CI challenges within NCIS, the Intel Community (IC) and DON.
  • You will provide authoritative law enforcement, counterintelligence, combating terrorism, and technical advice on strategic DON LE/CI cyberspace issues with the goal of detecting, deterring, mitigating and neutralizing cyber threats worldwide.
  • You will lead, direct, and integrate cyber solutions across the NCIS enterprise providing both support and direction to combating sophisticated threats emanating from cyberspace.
  • You will serve as senior cyber expert in support of investigating computer-related and CI crimes through consultation and assistance to NCIS leadership and field elements with collection/analysis of computer evidence and digital data transmissions.
  • You will direct the development of methods, procedures, and processes that are established as predictive in the response to computer intrusions into DON networks.
  • You will provide authoritative expert investigative direction that will assist in the rapid response to intrusions into NCIS and DON networks.
  • You will conduct strategic exchanges with LE/CI/IC organizations worldwide to ensure NCIS cyber integration goals are achieved and threats are neutralized.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

INTELLIGENCE COMMUNITY SENIOR OFFICER CORE QUALIFICATION (ICSOCQ): Leading the Intelligence Enterprise
This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's (IC) mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the Intelligence enterprise and a shared commitment to the IC's core values.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:

TQ 1. Knowledge of the NCIS mission, functions, organization, goals and objectives.

TQ 2. Knowledge of criminal and cyber related investigative policies, procedures and jurisdictions.

This position is in the Defense Intelligence Senior Level (DISL) position. DISL positions may include some supervisory and related managerial duties, provided that these duties occupy less than 25 percent of the incumbent's time. DISL members are independent advisors or technical experts and do not involve fundamental research and development responsibilities. DISL positions are in the excepted service.

This position is not covered by the Department of Defense Priority Placement Program.
