Summary

You will serve as a Supervisory Cuban Community Assistance Program Manager in the Department of Navy of NAVSTA GTMO, Cuba.


Duties

  • You will advise others on technical, professional, management, or administrative matters related to quality of life (QOL), family service, or recreation programs.
  • You will solicit family programming needs of an organization to resolve problematic issues impacting functional areas (e.g., capabilities, requirements, manpower, financial resources).
  • You will study the day-to-day living difficulties (e.g., medical transportation, permanent change of station [PCS] coordination, home maintenance, vehicle registration, personal property storage) to improve services for community members.
  • You will represent an organization at industry conferences and forums to communicate mission, goals, and objectives.
  • You will monitor workforce performance to identify training and development needs for employees.
  • You will manage procedures, administration, timelines, or correspondence to facilitate effective communication across an organization.
  • You will brief internal and external customers about an organization's activities, goals, and policies.
  • You will brief managers on family readiness program policies, procedures, and issues.
  • You will approve leave, draft performance ratings, and assign work for junior employees.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Have the ability to write and interpret clearly and logically in English and Spanish.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Providing technical expertise and leadership in the planning, implementation, and coordination of community services to support the Cuban Special Category Residents (SCRs) living on the installation;
2) Conducting research, troubleshooting day to day living difficulties and providing recommendations and/or innovative solutions to managers, flag level officers and civilians;
3) Establishing communication and maintaining effective relationships with residents and managers on complex and/or controversial issues;
4) Utilizing database management programs (i.e. Microsoft, Excel, PowerPoint, Publisher) to create forms, files, reports and Summary Briefs; and
5) Conducting presentations in both English and Spanish to individuals at all levels by providing advice, information and/or solutions in all areas of responsibilities.

Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
