This position starts at a salary of $106,437.00 (GS-13, Step 1) to $138,370.00 (GS-13, Step 10) with promotion potential to $ $138,370.00(GS-13 Step 10).
Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.
Typical Duties Include:
- Provide expert technical advice to higher-level CBP officials on entry processes, respond to and resolve complex technical and operational questions regarding supervised programs, and offer guidance on account and broker issues to Centers, Ports of Entry, and Headquarters.
- Coordinate national account-related activities among Centers and Ports of Entry to address uniformity issues, facilitate open communication between Center and local Port Management, and collaborate with stakeholders in other field locations and at the national Headquarters and Revenue Division levels as needed.
- Evaluate policies affecting entry processes, develop and implement plans to improve trade compliance and service delivery, recommend additions, deletions, and upgrades to services, facilities, and equipment, and participate in process improvement teams with other Entry Supervisors.
- Monitor and evaluate the delivery of services to customers, assess methods and techniques used to provide those services, review the outputs and outcomes of direct reports and front-line employees, and take necessary actions to achieve operational objectives and enhance service quality.
- Supervise, through subordinate supervisors, a medium to large staff including remotely located employees, perform a full range of supervisory functions such as interviewing candidates, approving leave and rewards, managing promotions and disciplinary actions, resolving complaints, and motivating employees to achieve organizational goals.

Qualifications
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Providing expert technical advice to CBP officials by analyzing entry processes and setting performance standards for multiple programs.
- Coordinating national account activities and assigning work to staff based on priorities, assignment difficulty, and employee capabilities.
- Evaluating and implementing entry policies by monitoring employee work products and taking actions to improve trade compliance.
- Assessing direct reports through regular evaluations and reviewing service delivery methods to ensure operational alignment.
- Developing and implementing service improvement plans with Entry Supervisors and process teams, while supervising a diverse staff.

You must:

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:

Additional information
Supervisory Probationary Period: You may be required to serve an 18 month supervisory probationary period upon appointment and complete a supervisory training course within 12 months of assignment.
Supervisory Training: All newly appointed first-time permanent CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include Supervisory Leadership Training (SLT) - three (3) weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
Training: This position has a training requirement. Selectee(s) are required to attend and successfully complete 2.5 weeks of paid training at the CBP Trade and Cargo Training Academy, Charleston, SC. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures. Note: This training may be waived if previously completed.
Travel: You will be required to travel occasionally.

This position requires a 90-minute timed General Supervisor Test Battery consisting of two parts: 1) Managerial Writing Skills; 2) Critical Thinking Skills. The assessments are administered unproctored and online. Questions are multiple-choice; candidates select the best answer and can mark items for review.
