Summary

This position is part of the Defense Human Resources Activity. The incumbent will be responsible for coordinating and improving education policies, programs, standards, activities, and opportunities in accordance with DoD and national policies and objectives. Ensures continuity and uniformity of execution throughout the programs, including recommending appropriate DANTES staffing, operational policy development, and resolution of controversial operational issues or changes.

Duties

As a SUPERVISORY EDUCATION PROGRAM SPECIALIST (DIRECTOR) at the GS-1720-15 some of your typical work assignments may include:

  1. Coordinates and improves education policies, programs, standards, activities, and opportunities in accordance with DoD and national policies and objectives
  2. Ensures effective workload distribution and maximum use of incumbent skills and abilities consistent with programmed objectives and organizational goals.
  3. Establishes and articulates organizational objectives to ensure alignment of human resources objectives.
  4. Serves as a principal point of contact and represents the USD P&R, ASD (M&RA), and Deputy Director, DHRA, Director, and Deputy Director DSSC in coordinating DANTES programs within DoD.
  5. Addresses and manages the full range of DANTES initiatives, projects, issues, research, studies, and programs, exercising personal judgment and discretion.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Leading professionals and subject matter experts in performing policy development, oversight, management, and integration of programs.
  • Managing the development of organizational strategy in areas that impact daily operations and future activities, e.g. program development and execution, fiscal requirements, human resource requirements, and operational considerations.
  • Leading senior governance forums to build consensus with interagency partners in support of organizational initiatives.
  • Planning work to be accomplished by incumbents, implementing ways to eliminate or reduce significant bottlenecks, setting, and adjusting short- and long-term priorities, and preparing schedules for completion of work. (Experience must be reflected in resume).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1720 series:

A. Degree: Including or supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.
B. Combination of education and experience: At least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. (The experience must reflect the level and kind described in C below).
C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series: This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.
D. At least one full academic year of professional teaching experience: This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
