Summary

You will serve as a Supervisory Emergency Management Specialist in the Department of Navy of NAVAL STATION ROTA, Spain.


Duties

  • You will manage and supervise the monitoring of assigned radio communications systems, mass warning and notification systems, emergency alert notification systems, alarm systems, and installed electronic security/surveillance systems (ESS).
  • You will analyze, organize and direct dispatch operations to ensure all policies and procedures concerning the timely, correct and professional dispatching of the emergency responders is provided.
  • You will assign work, evaluate the performance of subordinate staff, develop employees and ensure training requirements are met.
  • You will provide overall management of all aspects of the 24/7 Emergency Dispatch Center.
  • You will coordinate the Emergency Management installation command and control function including the set-up, organization, staff training and effective operation of Emergency Operations Center.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.

  • Incumbent is required to perform irregular work hours due to the demands of training, exercises or emergencies and the supervision of a 24/7/365 Emergency 9-1-1 Dispatch Center.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Managing an Emergency Operations Center (EOC) in compliance with required procedures, guidance, and regulations;
2) Managing overall operations of a Local Dispatch Center; and
3) Leading a team of dispatchers..

CONDITIONS OF EMPLOYMENT CONTINUED:

The incumbent must be available for recall after normal duty hours when required, and adjust priorities to changes in workload based on uncontrollable situations.

Work is generally performed in an office setting; primarily aboard naval installations, occasionally in hazardous and high noise areas. Work in the EOC and EDC will involve occasional lifting/movement of normal office equipment.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
