Summary

You will serve as the Director, Environmental Compliance Division in the Environmental Business Line of Naval Facilities Engineering Command (NAVFAC) Headquarters.

Duties

  • You will serve as the manager of the NAVFAC Environmental Compliance Program and act as the Product Line Leader (PLL) for Environmental Compliance.
  • You will supervise a staff at Headquarters, providing all necessary support, including setting and measuring job objectives, rewarding performance, and providing timely performance evaluations with recommendations for any performance improvement(s).
  • You will lead by example, providing leadership, supervision, coaching, mentoring, and performance management necessary to maintain a high performing team.
  • You will develop overall Program plans, evaluate new technologies and techniques, and respond to field requests for technical assistance and/or implementation guidance.
  • You will identify, justify and defend funding requirements for your division. Approves the allocation and distribution of funds in the organization's budget.
  • You will track and report financial performance for the funding resources allocated and ensure customers, both up and down the chain of command, are informed on the status of programs.
  • You will maintain frequent and regular coordination meetings and conference calls for environmental compliance working groups within the NAVFAC community which includes Media Field Teams (MFTs) and ad-hoc Integrated Product Teams (IPTs).
  • You will lead the NAVFAC corporate Environmental Compliance "Community" worldwide, providing program direction and ensuring coordination between the various NAVFAC components worldwide.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Selective Placement Factor(SPF): This position has an SPF which is current registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application.

In addition to the SPF, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as1) Providing expertise on environmental compliance program requirements (such as air, water, waste), including environmental laws and regulations and resolving environmental compliance issues with regulators, agencies, and/or tenant commands. 2) Overseeing development of environmental compliance products and services, including contracting, schedules, work performance, funding, and execution. 3) Leading an interdisciplinary staff in the planning, direction, and execution of environmental compliance programs for an organization.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
