- IAW SA-2020-25 This position requires a physical/medical examination. The physical/medical requirements of this position as determined are: evaluated according to MOD 17 (or higher). The MOD 17 provides standards of fitness/mental testing for deployment to ensure the individuals physical/medical condition does not harbor the individual from performing all essential functions of their position in the deployed environment. The final authority of whom may deploy rest with CENTCOM and/or Service Component Surgeon, not the individuals medical evaluating entity, deploying platform, or Commander.
- Incumbent must meet, as a minimum, one of the following:
- Master's degree in one of the following disciplines: Teaching English to Speakers of Other Languages (TESOL) / Teaching English as a Second Language (TESL) / Teaching English as a Foreign Language (TEFL); English as a Second Language (ESL) / English as a Foreign Language (EFL); Applied Linguistics (or Linguistics);
- OR
- Undergraduate degree in ESL/EFL; English; foreign languages; AND one year of professional level experience teaching ESL/EFL to adults;
- OR
- Any undergraduate degree AND 24 semester (or equivalent) hours of undergraduate courses equivalent to a major in one of the above stated disciplines (TESOL, TESL, TEFL, ESL, EFL, linguistics) AND one year of professional level experience teaching ESL/EFL to adults.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 1701 Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: You must submit a copy of your transcripts with your application.
- Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
or
- Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of ESL principles, approaches, methods, and techniques of instruction for ESL/EFL/ESP, including specialized knowledge of the English language and American culture. Knowledge of instructional design and materials development to include the use of technology and student assessment techniques and objectives to include test and measurement principles and practices. Knowledge of EEO principles and practices as well as safety and security regulations, practices, and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Professional knowledge of principles, assessments, approaches, methods, and techniques of instruction for ESL/EFL/ESP.
- Knowledge of American culture, instructional design, and materials development to include the use of technology.
- Knowledge of organization's training administration, policies, and procedures.
- Skill and ability to analyze problems relating to proper ESL instruction and student management in order to develop viable solutions.
- Ability to plan, organize and direct the functions and staff of a small-to medium-sized organization.
- Ability to communicate and interact effectively, both orally and in writing, with all levels of personnel within and outside the organization, including across multinational forums.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
