The primary purpose of this position is: to deliver and support Agile War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC.

Duties

  • Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Performs budget formulation work involving preparation of detailed analysis and estimates for funding needs for one or more future years using detailed funding information using various financial systems and tools (i.e. CCaRS, CRIS, ABSS, CMS, DEAMS, EDA, DTS, Tri-Annual Database, FM Suites, G004L, JO25A, PRPS, DTIMS, WAWF, AXOL, PCOL, CAFDEX, FRM, SAMRS, and SAMIS, etc.).
  • Prepares and/or assembles information in support of formal presentations of budgets and requests and reviews before General Officers, SES, OMB, and/or Congressional committees. Uses existing financial systems to gather analytical data to produce required reports
  • Provides financial advice on complex financial issues; assessments of implementing decision, and develops programs.
  • Conducts financial and cost reviews to determine resource requirements based on actual and forecast workload.
  • Conducts special studies requested by the leadership to provide guidance, direction, or action on established policies, procedures, regulations, or directives

  • The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Financial Administration and Program Series 0501 located here.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, specialized experience at the next lower broadband (NH-02), equivalent to the next to lower grade (GS-11) or equivalent in the Federal Service. Specialized experience must include performing budget formulation work involving preparation of detailed analysis and estimates for funding needs for one or more future years using detailed funding information, preparing, and/or assembling information in support of formal presentations of budgets and requests and reviews and conducting financial and cost reviews to determine resource requirements based on actual and forecast workload.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of structure, programs and work methods of organization(s) for budgeting work.
    1. Knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides.
    1. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines and regulations.
    1. Knowledge of Congressional, agency, and OMB budget processes, procedures, and requirements to include briefing formats and requirements.
    1. Ability to communicate clearly and effectively, both orally and in writing.
    1. Ability to select and apply a variety of analytical methods and techniques to budgetary processes and special studies.
    1. Skill in projecting and analyzing the potential effects of budgetary actions on national economic, social, and/or political objectives.
    1. Ability to develop new methods and techniques of budgeting applicable to the forecasting of long range funding needs.
    1. Knowledge of budgeting regulations and procedures for providing procedural guidance on budget administration.
    1. Knowledge of computerized budget system(s).
    2. 11. Skill in the analysis and resolution of complex problems.
    1. Ability to gather, assemble, and analyze data to prepare financial cost estimates, develop alternatives and funding requirements, and make recommendations to resolve financial/funding problems.
