Duties
DUTY 1:
Serves as a direct representative and key extension of the Squadron Commander. Acts on behalf of the
Commander, as Deputy, to provide technical oversight of all functions and duties of the organization to accelerate operational and mission effectiveness. Aligns responsibilities and priorities to ensure the goals and objectives of the organization are met. In the absence of the Commander, the Financial Manager effectively articulates their role and functions in support of mission operations. The primary objective of this role is to facilitate communication and ensure the Commander's intent and priorities are effectively represented at forums and meetings with key stakeholders. This position is a career-broadening opportunity designed to provide direct exposure to senior-level decision-making, strategic operations, and inter-organizational dynamics on behalf of the commander.
DUTY 2:
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors/leads, as applicable. Plans and assigns work; sets and adjusts priorities to meet mission requirements; and ensures work products meet quality, quantity, and timeliness standards. Interviews and selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions. Establishes and communicates performance expectations; provides coaching and feedback; appraises performance of employees directly supervised; and serves as reviewing official, as delegated/required. Approves leave; supports discipline and adverse actions; resolves employee complaints and grievances within delegated authority; and ensures documentation supporting personnel actions is complete and accurate. Identifies developmental needs; approves individual development plans and training.
DUTY 3:
Plans, organizes, and directs day-to-day squadron financial management operations to ensure delivery of
accurate, timely, and compliant financial management (FM) services. Integrates and synchronizes execution across CPTS functional areas (e.g., FMB/Budget, FMF/Financial Operations, and FMF/Civilian Pay) to ensure mission support, responsive custome r service, and adherence to regulatory requirements. Establishes, revises, and enforces local operating procedures; sets and adjusts short-term priorities; and removes process barriers to improve timeliness, quality, standardization, and customer outcomes. Coordinates requirements and workload across internal flights/sections and external stakeholders to ensure consistent guidance, training, and mission support. Establishes, evaluates, and enforces internal accounting controls and management control measures to protect resources, ensure proper funds accountability, and support auditability. Oversees base-level FIAR/audit readiness activities; develops or modifies methods and techniques to
resolve complex issues when precedents are not directly applicable; and coordinates corrective actions across multiple functions and organizations.
DUTY 4:
Provides financial management advisory services and represents the squadron with key stakeholders and
higher headquarters. Establishes, develops, and maintains effective working relationships across the installation, host-nation partners (as applicable), MAJCOM/COCOM, and functional communities. Meets with commanders, directors, and key customers to assess satisfaction; interpret and apply financial policy; explain procedures; and resolve significant, complex, or precedent-setting issues. Leads and/or sponsors special projects requiring research, analysis, and coordination; defines scope, milestones, and deliverables; assembles and guides cross-functional teams; evaluates findings; develops recommendations; and ensures follow-through through completion. Responsible for overall Resource Management functions within the squadron to include overseeing the execution of the squadron's annual budget to fund critical TDYs for training and operational readiness, supplies, and equipment. Provides
subordinate supervisors effective use of organization resources to achieve organization goals and objectives as well as installation customer needs.
DUTY 5:
Manages squadron readiness and continuity of operations. Leads continuity planning and operational readiness activities to ensure sustained mission execution during disruptions, exercises, contingencies, or surge requirements; coordinates recall and extended-hours coverage plans in support of mission needs. Ensures required program elements (as applicable) are established and maintained (e.g., continuity books, emergency action checklists, turnover procedures, records management, and inspection readiness) and integrates squadron staff actions to support commander priorities.

- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
- Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of Financial Management (FM) principles, practices, policies, and systems to lead and integrate squadronwide FM operations, including budget formulation and execution, funds control, accounting/financial reporting, and financial services. Applies FM concepts to complex operations to ensure resource allocation, execution, and reporting are precise, compliant, and mission aligned. Provides decision-quality financial analysis and advisory support to commanders and senior leaders to enable informed resource decisions that support organizational goals and mission requirements.
2. Knowledge of the installation and squadron mission, roles, functions, organizational structure, and operating environment sufficient to provide high-level staff guidance; translate mission requirements into FM priorities; and participate in developing goals, objectives, and local policies/procedures that enable mission execution.
3. Knowledge of internal controls and audit readiness concepts and practices, including FIAR objectives, control design/testing, documentation, corrective action tracking, and compliance execution, strengthen financial integrity, reduce risk, and improve auditability across squadron financial processes. Applies knowledge of FIAR objectives to establish and refine internal accounting controls, correct deficiencies, and produce audit-ready documentation. Develops or modifies methods to resolve complex issues and leads base-level FIAR activities to safeguard public funds, ensure compliance, and enhance auditability.
4. Comprehensive knowledge of supervisory leadership and workforce management to plan, organize, and direct an organization through subordinate supervisors; mentor, motivate, and appraise staff; execute key supervisory responsibilities including performance management, workforce development, grievance handling, and training oversight; and apply safety, security, and EEO/MEO requirements to ensure compliance with governing directives, protect sensitive financial information, and sustain a safe, secure, diverse, and discrimination-free workplace in support of the commander's priorities.
5. Ability to serve as a direct representative of the Commander, acting with delegated authority to provide continuity of leadership and articulate the Commander's intent and priorities. Skill in representing the command with professionalism and confidence at key meetings, forums, and official functions to ensure the Commander's voice is accurately conveyed and organizational objectives are advanced.
6. Ability to embody the principles of mission command to foster a culture of trust, respect, and empowerment. Skill in translating the Commander's vision into a positive, productive, and professional squadron environment that encourages initiative and upholds the highest standards of conduct and discipline.
