Job Description (Please follow all instructions carefully)

Summary

This position is part of the 147 ATKW and is located at Ellington Field JRB, Houston, Texas. The primary purpose of this position is to serve as Assistant Chief for Fire Prevention planning, directing, and coordinating all activities of the technical services program including a comprehensive inspection program of all on-base facilities to detect and eliminate hazards in a high fire expectancy area, and a base-wide population motivation training program in fire prevention.

Duties

As a Supervisory Fire Protection Inspector with the Texas Army National Guard, your duties will include, but will not be limited to:

  • As the Assistant Chief of Technical Services, participates in the administration and planning of a comprehensive fire prevention program at the installation. Manages the Hazard Assessment Inspection Program, Public Fire Prevention and Education Program, Fire Protection Engineering, and Extinguisher Maintenance Program. Responsible for implementing internal controls, self-inspection, and audit compliance. Ensures education in and compliance with security directives for employees having access to classified/computer information. Coordinates with the Fire Chief, Deputy Fire Chief, and other supervisors in the development and implementation of policies. Prepares, executes, and schedules assignments of subordinate personnel to inspection and training duties to ensure the installation meets the training requirements provided by the Department of the Air Force. Maintains current knowledge of the base, its structures, and all systems related to fire protection and prevention. Prepares facilities inspection and testing inspection schedules for all buildings, facilities, fire alarm systems, sprinkler systems, and other extinguishing systems that are tested by fire prevention and suppression personnel. Directs follow-up inspections for all systems that have been out of order or repaired. Prepares contract specifications and supporting documentation for those fire extinguishers or systems that are to be contracted. Develops recommendations for the Fire Chief on the level and mixture of resources needed to ensure an effective and efficient program. Inspects maintenance of all suppression and detection systems on the installation. Identifies and reviews status of base fire deficiencies on a regular and recurring basis and effects necessary corrective action within program concepts.
  • Plans, administers, and supervises the fire prevention education program. Coordinates public relations activities and uses the news media to promote fire safety. Directs or provides demonstrations and lectures to groups or organizations. Develops base fire regulations, training programs, and fire hazard assessment schedules. Coordinates with fire protection operations personnel to develop new pre-fire plans, and review and update existing plans. Regularly practices and enforces a sound safety management program. Coordinates fire prevention education activities with the Public Affairs Office in the promotion of events throughout the base populace. Drafts articles for the base paper, commander's column, etc. for submission to the Fire Chief and/or higher authority for approval. Assigns personnel to brief base personnel at all newcomers' briefings, commander's calls, and any other briefing required. Directs development and implementation of training of the base populace on Air Force and nation-wide fire prevention practices, as well as home-base unique fire hazards.
  • Reviews construction and modification plans, confers with engineers, and provides technical/functional assistance on fire prevention and building design criteria. Uses building codes and various manuals and specifications, prepares reports, conducts fire investigations, evaluates hazardous conditions, and provides recommendations to correct hazardous conditions. Coordinates on work requests and provides input in the planning and development of all major construction or renovation projects. Applies a practical knowledge of codes, standards, blueprint reading, and engineering principles as applicable to life safety and fire prevention. Attends pre-construction conferences to brief contractors on their fire protection/prevention responsibilities while working on base. Inspects structures during construction or renovation to ensure adherence to the terms of the contract in so far as fire safety aspects are concerned prior to acceptance by the Air Force.
  • Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers' performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems.

Remarks / Conditions of Employment:

  • Employee must participate in a mandatory physical fitness testing program.
  • Employee must meet medical standards IAW OPM GS-0081 Series and DoD Manual 6055.5.
  • Employee is required to use all safety equipment and clothing provided by management.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.
  • Ability to implement firefighting/emergency response plans, as well as manage and direct fire suppression personnel and equipment under stressful and dangerous conditions.
  • Ability to plan, organize, direct functions, and to mentor, motivate, appraise, and supervise the staff of an organization.
  • Ability to communicate effectively, both orally and in writing.
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required.
  • Position requires the ability to discern colors, contrast, and depth.
  • May be required to work the Fire Alarm and Communications Center (FACC).
  • May be required to participate on Hazardous Materials Teams (HAZMAT).
  • May be required to perform duties associated with the operation of aircraft arresting barrier equipment.
  • Employee is required to be certified by the DoD Firefighter Certification System as Airport Firefighter (includes Firefighter I, II), Hazmat Operations (includes Hazmat Awareness), Apparatus Driver Operator- Aircraft Rescue and Firefighting, Apparatus Driver Operator- Pumper, Apparatus Driver Operator- Mobile Water Supply (MWS)*.
  • May be required to successfully complete a probationary period.
  • Incumbent is on call 24 hours a day, 7 days a week unless TDY or on leave.
  • The incumbent may work a minimum of a 56-60 hour week with the supervisor's approval.
  • Plans Examiner I must be completed within 1 year from appointment.

Qualifications

To qualify at the GS-0081-10 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following:

Specialized Experience:

One year equivalent to at least the next lower grade (GS-09) in the federal service or equivalent experience in the private or public sector, or must have at least 30 months experience, education, or training in one or more of the following areas: (1) Controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade. (2) Rescue operations. (3) Detection, reduction, or elimination of potential fire hazards. (4) Operation of fire communications equipment. (5) Controlling hazardous materials incidents. (6) Developing, implementing, or providing training in fire protection and prevention (7) Firefighting and fire prevention theory and techniques; (8) Fixed and mobile firefighting equipment operation. (9) Planning, directing, or carrying out fire protection and prevention programs and operations and/or (10) Performing emergency medical services;

AND,

Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Only experience gained by closing date of this position will be considered.

Quality of Experience: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

OTHER REQUIREMENTS:

MAXIMUM ENTRY AGE
a. Entry Age Limit. Except as provided in section 3 of this enclosure, the maximum entry age for covered primary firefighter and law enforcement officer positions is 37. An individual not appointed by the last day of the month in which the individual becomes age 37 will not be originally appointed or assigned to these positions.

b. Reentry into a Covered Position
  • (1) Individuals who are past the maximum entry age limit of 37 but who previously served in a covered primary position may be reinstated to a covered primary position only if they:
    • (a) Meet the applicable qualification requirements for the position.
    • (b) Will be able to complete a total of 20 years of covered service as a firefighter or law enforcement officer by the last day of the month in which they become age 57.

MEDICAL REQUIREMENTS:

Applicants for positions that have duties of an arduous or hazardous nature must meet the medical standards described below. Since individual positions may not include all such duties, a physical condition or impairment may be disqualifying for employment only if there is a direct relationship between the condition and the nature of the duties of the specific position to be filled.

Employees in positions involving firefighting duties or other duties involving arduous physical exertion may be subject to periodic (e.g., annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position. (See 5 CFR 339.)

Any serious deviation from sound medical condition may be grounds for rejection of an applicant regardless of whether the condition is named below. Remediable defects or curable diseases will not exclude a person from consideration, but proof that such defects have been remedied or the disease cured must be received during the life of the eligible register before persons otherwise qualified may be considered for appointment under civil service rules.

Eyes: Corrected distant vision must be at least 20/30 in one eye and 20/70 in the other eye. Uncorrected distant vision is required only if it is likely that corrective lenses may be lost or broken. If so, uncorrected distant vision must be at least 20/100 binocular. Ability to distinguish basic colors is required. Applicants must be free from acute or chronic eye disease.

Ears: Using an audiometer for measurement, there should be no loss of 30 or more decibels in the unaided worst ear at the 500, 1000, and 2000 Hz levels.

Nose, Mouth, and Throat: Applicants must be free from conditions that interfere with distinct speech, free breathing, or with the use of breathing apparatuses or protective equipment.

Lungs: Applicants must be free from any pulmonary or chest wall disease or condition that results in not being able to perform the duties of the position.

Heart and Blood Vessels: The following conditions may be cause for rejection: organic heart disease, valvular or vascular diseases, coronary heart disease, angina pectoris, recurrent syncope, or history of myocardial infarction.

Abdomen: Acute or chronic disease or inflammation of the abdominal viscera, hernia, or significant enlargement of the liver or spleen that interferes with the performance of the duties of the position will be cause for rejection.

Spine, Pelvic, Sacroiliac and Lumbo-Sacral Joints: Applicants must have free movement of spine and pelvic joints.

Neurological System: Degenerative neurological disease or disorder that results in documented evidence of neurological impairment that renders the applicant unable to perform the duties of the position will be cause for rejection. A history of serious mental disease may be disqualifying.

Extremities: Individuals cannot have anomalies in the number, form, proportion, and movement of the extremities that interfere with function. This includes non-united fractures; nonreducible dislocations; united fractures and reduced dislocations with incomplete restoration of function; amputation of arm, hand, leg, or foot; loss of any skeletal portion of the thumb of either hand; loss of more than the two distal phalanges of the ring or little fingers of either hand; any lose joints; pes cavus, weak foot, or clubfoot; flatfoot with symptoms unresponsive to orthotics; loss or deformity of great toe or any two toes on the same foot; torn cartilage or loose foreign bodies within the knee joint; instability of the knee joint; or inadequately healed surgical procedure.
