Duties
Provides immediate oversight and direction of day-to-day operations at a fire station for an assigned shift. Supervises two or more crews. Plans and assigns work to be accomplished. Coordinates with chiefs on other shifts and at other stations concerning matters of work accomplishment, training, priorities, and procedures. Provides recommendations to higher levels of supervision for appointment, promotion, retention, and reassignment of employees. Identifies developmental and training needs of station personnel. Hears and resolves employee complaints, and refers the more serious complaints and group grievances to supervisor for resolution. Schedules and grants leave. Directs and participates in practice drills and training classes for assigned station. Recommends appropriate recognition and feedback for employee performance and contributions. Ensures employees maintain appropriate certifications. Supports the agency's EEO program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation of employees with EEO office officials. Prepares reports for the supervisor concerning fire runs, training, maintenance, inspections, or other topics. Performs special assignments/projects as required by the supervisor. Supervises and participates in the DoD Fire and Emergency Services Firefighter Certification System for the station.
Directs the operation of firefighting vehicles. Directs crews to the scene of the fire following a predetermined route or selecting an alternate when necessary. Supervises positioning of firefighting vehicles considering factors such as wind direction, rescue, sources of water, hazards from falling structures, and location of armament on aircraft. Takes charge of all firefighting activities at the scene in the absence of the Fire Chief or Assistant Fire Chief. Directs the operation of pumps, turrets, extended waterways, ground sweep nozzles, and other similar equipment. Determines proper pressures, the number of lines, and relays requirements to the booster pumper. Maneuvers vehicle to keep the fire in optimum range. Maintains constant awareness of levels in self-contained tanks. Directs the training of other firefighters on driving vehicles and operating equipment.
Supervises the performance of crash-rescue and firefighting duties at airfields handling complex aircraft. Aircraft carry large volumes of fuel, conventional and sometimes nuclear weapons, and/or highly flammable or explosive cargo. Maintains constant awareness of the frequent changes in cockpit design, ordinance placement, and cabin layouts to determine how they affect the difficulty of rescue and firefighting. Directs the application of water through turrets, extended waterways, and handlines to cool weapons and ammunitions during rescue, and operation or deactivation of specialized mechanisms and systems such as hatch or canopy release mechanisms, ejection seat mechanisms, or oxygen supply systems. Sometimes uses special tools developed for the particular mechanism. Performs standby duty during aircraft refueling and defueling, engine maintenance and testing, welding and burning on fueled and/or armed aircraft, ammunition handling or other special circumstances.
Supervises the performance of structural firefighting duties for a variety of facilities which may include research and/or large industrial complexes; hazardous materials (HAZMAT) containment and control duties; and/or Basic Life Support duties. Performs prefire planning by physically going through structures to become familiar with the layout, fire hazards, and location of fixed fire protection systems. Supervises firefighters in performing Basic Life Support and/or HAZMAT technician containment and control duties. May assist in the development of special protective services for structures imposing extreme hazards. Supervises employees in controlling and extinguishing fires by operating hoses, ladders, and hydrants.
Supervises the rescue of personnel and immediate first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility. Uses direct pressure and/or tourniquets to stop bleeding, checks windpipe for obstructions, performs CPR, and/or provides other appropriate assistance. Directs and participates in regular training and exercises as required.
Supervises the maintenance of firefighting equipment and fire station facilities. Directs and/or demonstrates functional tests and inspections. Directs/demonstrates preventive maintenance on equipment and housekeeping duties associated with facilities.
Complies with health, safety, security, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Ensures federal, state, and local protection/prevention ordinances and building codes concerning health, safety, security, and the environment are strictly adhered to.

Employee is required to use all safety equipment and clothing provided by management.
The employee is required to work a 44hr pay period 48/72 hour week on a 24 hour on, 24 hour off basis which includes weekends and holidays. May be subject to recall.
This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required.
Position requires the ability to discern colors, contrast, and depth.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14calendar days per year unless otherwise approved in advance by the TAG.
May be required to work the Fire Alarm and Communications Center (FACC).
Employee is required to be certified by the DoD Firefighter Certification System as Fire Officer II(includes Fire Officer I), Fire Instructor I, Fire Inspector I, Airport Firefighter (includes Firefighter Iand II), and HAZMAT Incident Commander (includes HAZMAT Awareness and HAZMAT Operations).

Qualifications
SPECIALIZED EXPERIENCE:
Must have At least 2 years of experience operating in a combination department with Title 5, Air National Guard and State of Maryland employees.
Experience operating at a Federal Aviation Administration (FAA) Joint Use General Aviation Reliever airport with Air Force, Charter Carrier, private aviation, flight school, Medevac, law enforcement and corporately owned aircraft.
Experience that demonstrated the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention.
Requirements For Motor Vehicle Operation For those positions requiring employees to drive motorized firefighting equipment, candidates must possess and maintain a valid State motor vehicle operator's license of the appropriate classification or kind. Applicants also may be required to pass a practical road test and provide information on their driving record. See 5 CFR 930 and the "General Policies and Instructions" section of this Manual for additional requirements for motor vehicle operators.
Medical Requirements Must pass NFPA 1582 Physical Applicants for positions that have duties of an arduous or hazardous nature must meet the medical standards described below. Since individual positions may not include all such duties, a physical condition or impairment may be disqualifying for employment only if there is a direct relationship between the condition and the nature of the duties of the specific position to be filled. Employees in positions involving firefighting duties or other duties involving arduous physical exertion may be subject to periodic (e.g., annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position. (See 5 CFR 339.)Any serious deviation from sound medical condition may be grounds for rejection of an applicant regardless of whether the condition is named below. Remediable defects or curable diseases will not exclude a person from consideration, but proof that such defects have been remedied or the disease cured must be received during the life of the eligible register before persons otherwise qualified may be considered for appointment under civil service rules. Eyes: Corrected distant vision must be at least 20/30 in one eye and 20/70 in the other eye. Uncorrected distant vision is required only if it is likely that corrective lenses may be lost or broken. If so, uncorrected distant vision must be at least 20/100 binocular. Ability to distinguish basic colors is required. Applicants must be free from acute or chronic eye disease. Ears: Using an audiometer for measurement, there should be no loss of 30 or more decibels in the unaided worst ear at the 500, 1000, and 2000 Hz levels. Nose, Mouth, and Throat: Applicants must be free from conditions that interfere with distinct speech, free breathing, or with the use of breathing apparatuses or protective equipment.
