Duties
As a SUPERVISORY FIREFIGHTER with the Texas National Guard, your duties will include, but will not be limited to:
- As Deputy Fire Chief, participates in all aspects of the administration and planning of a comprehensive fire prevention, firefighting, and rescue program at the installation. Responsible for overall direction of the activities of the training, technical services, and operations programs and operation of the communications center. Reviews plans, schedules, and other management activities of subordinate assistant chiefs, ensuring that all programs are fully functional and operating at maximum efficiency and effectiveness. As necessary, reassigns employees to balance manning of subordinate programs and otherwise ensures that all programs are manned to accomplish the mission. Responsible for review of base plans, policies, strategy, tactics, and procedures for fire suppression and prevention to ensure compliance with current and new national consensus standards, National Fire Codes, uniform building codes, Code of Federal Regulations, Occupational Safety and Health Administration policies and procedures, and environmental laws and regulations as they apply to fire protection. Reviews new regulations or procedures and disseminates information to subordinates, assuring that such procedures are implemented; assures that station logs and other records pertinent to reports, activities, drills, inspections, responses, fires, etc., are maintained properly and submitted within prescribed time limits utilizing the Fire & Emergency Services Information Management System (FES-IMS) when required.
- Serves as the on-scene commander of a fire/crash scene until relieved by the Fire Chief. Determines the best course of action to minimize loss or damage from fires or explosions. Directs the placement of firefighting equipment and personnel to ensure maximum utilization in fire control or aircraft crash/rescue operations. Assesses the fire scene/emergency situation to facilitate fire/rescue operations and to brief the Fire Chief upon arrival. Supervises safe and proper rescue operations of endangered persons. Ensures rescue operations are performed in accordance with established policies and procedures and minimize the risk of additional danger to firefighting personnel and endangered persons. Determines adequacy of measures taken to minimize the loss or damage as a result of fire or explosions. Responds to hazardous material incidents, and initiates actions to establish control of the affected area with minimal risk to response personnel and the environment. Ensures that personnel are properly protected to handle hazardous material.
- Assists the Fire Chief by representing the Fire Protection Flight at a variety of installation, local community, and functional area organizations and by participating in special projects and initiatives. Establishes, develops, and maintains effective working relationships with personnel, manpower, other staff officials, and municipal and other federal fire departments. Provides technical advisory services to management on all matters pertaining to fire protection and prevention. Coordinates with off-base fire departments in planning, developing, and conducting training and to work out cooperative, mutual aid agreements. Makes recommendations on required fire protection engineering criteria for construction plans and specifications for both new facilities and renovation of existing facilities. Identifies needs, recommends acquisition of, and budgets for additional and/or different fire protection, firefighting and specialized rescue equipment, contract services, formal training, etc.
- Participates with the Fire Chief in the exercise of supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate assistant chiefs. Advises staff regarding policies, procedures, and directives of higher-level management. Approves or selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, mission requirements. Ensures reasonable equity among elements of performance standards developed, modified, and/or interpreted, and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees. Directly supervises and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Approves expenses comparable to within-grade increases and extensive overtime. Recommends awards for subordinate supervisory personnel and changes in position structures and classification to higher level managers.

- Ability to implement firefighting/emergency response plans, as well as manage and direct fire suppression personnel and equipment under stressful and dangerous conditions.
- Ability to plan, organize, direct functions, and to mentor, motivate, appraise, and supervise the staff of an organization.
- Ability to communicate effectively, both orally and in writing.
- This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required.
- Position requires the ability to discern colors, contrast, and depth.
- May be required to work the Fire Alarm and Communications Center (FACC).
- May be required to participate on Hazardous Materials Teams (HAZMAT)
Qualifications

Specialized Experience Required
At least 36 months experience, education, or training in one or more of the following areas: (1) Controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade. (2) Rescue operations. (3) Detection, reduction, or elimination of potential fire hazards. (4) Operation of fire communications equipment. (5) Controlling hazardous materials incidents. (6) Developing, implementing, or providing training in fire protection and prevention (7) Firefighting and fire prevention theory and techniques; (8) Fixed and mobile firefighting equipment operation. (9) Planning, directing, or carrying out fire protection and prevention programs and operations and/or (10) Performing emergency medical services AND Experience in managing the function of the work to be performed. Education

Additional Information:
- Incumbent is on call 24 hours a day, 7 days a week unless TDY or on leave.
- The incumbent may work a minimum of a 56-60 hour week with the supervisor's approval.
- The work may require the incumbent to obtain and maintain the appropriate security clearance.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- This position meets the criteria for secondary/administrative coverage under special retirement coverage provisions in that it requires prior experience in a primary or equivalent outside experience as a prerequisite.
- The maximum entry age for DoD firefighters is 37. An individual not appointed by the last day of the month in which the individual becomes age 37 will not be originally appointed or assigned to these positions.
