SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must includes experience of systems engineering electronics, mechanical and other engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply advance engineering theories, principles and concepts. Mastery of the DoD acquisition regulations, practices, procedures, and processes to provide both system engineering and programmatic direction. Experience of the DoD, Services, and other Government technology development agencies and their capability to support Special Operations technology development. Experience with Congressional budget process and DoD planning, programming, and budgeting system(PPBS).of safety, security, personnel management, and EEO regulations, practices, and procedures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional expert knowledge of systems engineering electronics, mechanical and other engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply advanced engineering theories, principles and concepts.
2. Mastery of the DoD acquisition regulations, practices, procedures, and processes to provide both system engineering and programmatic direction.
3. Knowledge of the DoD, Services, and other Government technology development agencies and their capability to support Special Operations technology development.
4. Extensive knowledge and experience with Congressional budget process and DoD planning, programming, and budgeting system(PPBS).
5. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
6. Skill in directing and managing all aspects of systems engineering through planning, conceptual definition, and execution of research, development, production, test, and evaluation phases of acquisition.
7. Ability to communicate exceptionally, both orally and in writing, to establish and maintain effective relationships; deal effectively with contractors, federal official, congressional staffers, and other high-ranking personnel to build consensus, negotiate, and resolve complex technical issues and conflicts; and to mentor, motivate, supervise, lead, and apprise the staff of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
