Summary

You will serve as a Supervisory General Engineer in the Production Division of the Guantanamo Bay Public Works Department of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

  • You will serve as the delegated authority to provide daily administration and oversight over the Production Division.
  • You will plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • You will manage the productive efforts of assigned team personnel based on workload, available resources and overall priorities focusing on minimization of any controllable factors leading to cost and schedule growth.
  • You will resolve problems/conflicts within the Team. Ensures timely engagement of employees to address poor performing contractors.
  • You will serve as the Senior Government Official in the selection of contractors.
  • You will represent the command at meetings with the Commanding Officer and Public Works Officer of customer activities wherein decisions reached are final and commits the FEC to an established course of action.
  • You will make recommendations with regard to changes in the organizational structure of the team.
  • You will identify developmental and training needs of employees and arranges for needed training.
  • You will direct an organization through the efforts of subordinate supervisors and contracted service providers.
  • You will have management authority for employee development, training, grievances, performance evaluation, and preparation of required documentation for disciplinary, recruitment, promotions, and incentive awards.

  • The incumbent is required to complete the Confidential Financial Disclosure Report, OGE Form 450, on an annual basis to report financial interest as well as other interests outside the government.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following duties: Working with project leader through phases of design, pre-award and construction; Providing accurate field office projections for design and construction workload to determine resource requirements; Managing workload to provide status updates using computer based programs (i.e. eContracts, eProjects, Enterprise Safety Application Management Systems (ESAMS), Facility Accident and Incident Reporting (FAIR)); and Evaluating Project Management and Engineering Branch (PMEB) requirements as it relates to project schedule, cost impacts, and quality control/quality assurance efforts to maximize effectiveness of Design and Construction Business Line (DCBL) deliverables and support.

CONDITIONS OF EMPLOYMENT CONTINUED:

Registration as Professional Engineer is required.

The work is mostly sedentary. However, there are regular and recurring field inspections, site visits, investigations, or surveys in which there is a considerable amount of walking over rough, uneven surfaces, and around or over building materials, excavation sites, and heavy equipment. The work also requires some stooping, bending, climbing, and lifting/carrying light objects. No special physical effort or ability is required to perform the work.

Work is performed in an office environment with some field investigation and travel required. Job site visits include exposure to risks associated with these types of work such as adverse weather, high noise, dust, confined spaces, and other typical construction and industrial hazards. The use of personal protective equipment is required.

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
