Summary

The primary purpose of this position is to exercise second level supervisory and managerial authorities over the 66 Civil Engineering Directorate, Engineering Flight. Responsible for performing professional engineering and management work in support of projects/programs pertaining to construction, maintenance, and repair of facilities & infrastructure located on Hanscom Air Force Base or an assigned Geographically Separated Unit.

Duties

  • Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
  • Plans, organizes, and oversees the activities of the Engineering Flight; develops goals and objectives that integrate program development, project design, construction management, and technical support.
  • Represents the Engineering Flight with a variety of installation and functional area organizations; establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, etc.
  • Establishes, defines, and implements requirements for the Engineering Flight activities to ensure services and functions are in line with organizational goals and mission requirements
  • Serves as a consultant and expert in engineering work involved in the application of advanced theories, concepts, and principles related to development or sustainment of systems.
  • Provides authoritative technical advice to the higher levels of agency management on matters of exceptional importance in the continuation or abandoning of objectives, goals, and programs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in providing technical environmental engineering expertise for the design, modification, operation, and/or maintenance of facilities, and administration and compliance with related legislated environmental programs. Examples of creditable specialized experience include planning and conducting projects and studies to resolve environmental engineering problems; project development, execution, training, and advisory services in compliance; pollution prevention; planning, programming, and budgeting system (PPBS); restoration, and/or conservation management environmental programs.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATIONAL REQUIREMENT: Minimum of a Bachelor of Science Degree in Engineering or Architecture from an ABET Accredited Institution

AND

SELECTIVE PLACEMENT FACTOR:
A current professional registration or license as a Professional Engineer or Registered Architect in one of the 50 states or territories is required for this position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance.
2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds.
3. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment.
4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
5. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.
6. Ability to plan, organize, and direct the functions of an organization, and mentor, motivate, and appraise the staff through subordinate supervisors as well as analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
