Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a Supervisory General Supply Specialist, Position Description NGT5264000 and is part of the United States Property and Fiscal Office (USPFO), National Guard.

Duties

1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads andtraditional holiday vacation time. Discharges security responsibilities by ensuring education andcompliance with security directives for employees with access to classified or sensitive material.Recognizes and takes action to correct situations posing a threat to the health or safety ofsubordinates. Applies EEO principles and requirements to all personnel management actions anddecisions, and ensures all personnel are treated in a manner free of discrimination. Periodicallyreviews position descriptions to ensure accuracy, and the most effective utilization of personnelresources. Explains classification determinations to subordinate employees. (25%)

2. Develops plans, programs, and policies for the operation, management, and administration of current and projected organizational programs. Provides guidance in establishing local procedures and/or control not specifically provided for by higher headquarters to include developing and publishing major command options to Army manuals and regulations. Directs development of local supplements and operating instructions and updates as required. Responsible for the implementation of logistics/supply computer operations and programs. Establishes, develops andmaintains effective working relationships with other flights, supported organizations, and higherheadquarters. Advises the Supply Management Officer and USPFO on available resources of personnel, equipment and funds to maintain maximum mission effectiveness. (20%)

3. Develops draft policies, concepts, and procedures to ensure that an effective operation is maintained using personnel, equipment, and funding to support the mission. Obtains, studies, andanalyzes programming work assignment and workload documents. Monitors and reviews the monthly inventory document for excessive gains/losses and initiates appropriate action as required. (20%)

4.Ensures coordination with the other state USPFO, USPFO branches and state activities and units for material support for projects, operations, or programs including works such as: equipment fielding, commercial non-standard equipment authorizations and distribution. Monitors the statusand effectiveness of material support by identifying, analyzing, and resolving problems within state logistical operations. Reviews and analyzes operational reports and plans, work schedules, planned requirements, and other data to determine and advise the Supply Management Officer and/or the USPFO. Determines, initiates, and coordinates required actions by establishing and maintaining liaison with Depot Inventory Managers, vendors, and state activities/units to schedule or provide advice as the receipt, accountability and posting to property records for all inbound and outboundproperty. Participates in meetings, i.e., state boards, project teams or conferences concerning levels of support, timing, locations and related inventory requirements. (20%)

5. Provides guidance regarding logistic inventory control and conducting surveys of logistic supplies and inventory management functions. Performs quality assurance and review functions using the Management Control Program. Reviews and validates all state activity/ unit requests forprocurement of logistic supplies and services against current and future authorizations, non-standard requests and fiscal law. (15%)

  • Must be able to obtain and maintain the appropriate security clearance within 12 months of appointment in the position.

  • Must possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
  • No record of conviction by civilian courts of offenses listed in the applicable Service Military Justice regulations.
  • Must not have any military disciplinary action (Article 15 or Court-Martial) on military records for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions.
  • Must not have any Unfavorable Information Files, civil convictions (other than minor traffic violations), or open Inspector General investigations.
  • To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
  • Work may require frequent travel away from the normal duty station on military and commercial aircraft.
  • Must either be currently in good standing (certified) with a State Bar or able to obtain certification. Must be a graduate of an ABA accredited law school.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Participation in direct deposit is mandatory.

Qualifications

GENERAL EXPERIENCE: Experience, education or training involving administration of supply management, storage, cataloging, packaging and distribution or other work which provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: The following education may be substituted for the required specialized experience; a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as the computed percentage of the requirements is at least 100%. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for this position. Education must demonstrate the knowledge, skills, and abilities necessary to do the work.

  5. Knowledge and skilled on methods and procedures used to resolve issues that may result from the need to consider program variation, and technical supply management that's due to the diversity between classes of supply.
