Duties
As a SUPERVISORY GENERAL SUPPLY SPECIALIST, GS-2001-11, you will perform the following duties:
1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination.
2. Develops plans, programs, and policies for the operation, management, and administration of current and projected organizational programs. Provides guidance in establishing local procedures and/or control not specifically provided for by higher headquarters to include developing and publishing major command options to Army manuals and regulations. Directs development of local supplements and operating instructions and updates as required. Responsible for the implementation of logistics/supply computer operations and programs. Establishes, develops and maintains effective working relationships with other flights, supported organizations, and higher headquarters. Advises the Supply Management Officer and USPFO on available resources of personnel, equipment and funds to maintain maximum mission effectiveness.
3. Develops draft policies, concepts, and procedures to ensure that an effective operation is maintained using personnel, equipment, and funding to support the mission. Obtains, studies, and analyzes programming work assignment and workload documents. Monitors and reviews the monthly inventory document for excessive gains/losses and initiates appropriate action as required.
4.Ensures coordination with the other state USPFO, USPFO branches and state activities and units for material support for projects, operations, or programs including works such as: equipment fielding, commercial non-standard equipment authorizations and distribution. Monitors the status and effectiveness of material support by identifying, analyzing, and resolving problems within state logistical operations. Reviews and analyzes operational reports and plans, work schedules, planned requirements, and other data to determine and advise the Supply Management Officer and/or the USPFO. Determines, initiates, and coordinates required actions by establishing and maintaining liaison with Depot Inventory Managers, vendors, and state activities/units to schedule or provide advice as the receipt, accountability and posting to property records for all inbound and outbound property. Participates in meetings, i.e., state boards, project teams or conferences concerning levels of support, timing, locations and related inventory requirements.
5. Provides guidance regarding logistic inventory control and conducting surveys of logistic supplies and inventory management functions. Performs quality assurance and review functions using the Management Control Program. Reviews and validates all state activity/ unit requests for procurement of logistic supplies and services against current and future authorizations, non-standard requests and fiscal law.

Qualifications
GENERAL EXPERIENCE: Experience, education or training involving administration of supply management, storage, cataloging, packaging and distribution or other work which provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade (GS-9). Specialized experience includes supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system; Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
