Summary

THIS IS AN DISTRICT OF COLUMBIA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA).

This position is part of the District of Columbia National Guard under Position Description Number NGT5817000.

Duties

This position is located in the Operations Compliance Function, Logistics Readiness Squadron, Mission Support Group, at an ANG Aviation Wing. The primary purpose of this position is to direct the development, coordination, and implementation of procedural changes; to direct the performance of management analysis and compliance for the activities under the jurisdiction of the Logistics Readiness Squadron Commander; direct the squadron readiness and training programs, and to direct resource management and systems management in support of unit mission. Position is responsible for the management, direction, and supervision of employees.

Duties

  • Develops goals and objectives that integrate organizational, supply, transportation and fuels objectives. Establishes, reviews, and revises policies, procedures, mission objectives, and organization design for the staff, as necessary, to eliminate work problems or barriers to mission accomplishment.

  • Delegates responsibility and authority to subordinates. Provides advice, counsel, and instruction on work and administrative matters. Provides guidance and policy direction in supply and equipment support for all assigned units.

  • Assists in formulating policies, concepts, and procedures to ensure that an effective LRS operation is maintained using personnel, equipment, and funding to support the mission. Directs the internal surveillance program to scrutinize the operations of all Logistics Readiness Squadron functions to ensure compliance.

  • Maintain a working knowledge of functional manpower requirements and documents, manning levels, and work with respective flight leadership to address staffing concerns.

  • Approves and/or disapproves leave requests. Implements, promotes, and effectively supports equal opportunity for all personnel and follows provisions of labor agreements and applicable directives pertaining to personnel management.

  • Incumbent must be able to obtain and maintain a SECRET security clearance.
  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • May be required to successfully complete a probationary period.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is subject to provisions of the DoD Priority Placement Program and Veterans Preference.
  • Participation in direct deposit is mandatory.
  • Position is designated Essential Personnel for state emergency response, capped at 14 calendar days annually unless approved in advance by the TAG.
  • 3R Incentive MAY be authorized (recruitment and relocation)
  • Strong understanding and practical experience with the Management Internal Control Toolset (MICT) and the Inspector General Evaluation Management System (IGEMS).
  • Demonstrated ability to enter, update, and validate corrective action plans, analyze data trends, and identify areas for program improvement.
  • Comprehensive knowledge of how MICT supports inspection readiness and integrates with the Commander’s Inspection Program (CCIP).
  • A minimum of 2–3 years of supervisory experience, with proven ability to lead, mentor, and evaluate personnel.
  • Strong knowledge of the Agency Program Coordinator (APC) program, including oversight of Government Purchase Card (GPC) operations and compliance requirements.
  • Solid understanding of Defense Readiness Reporting System (DRRS) and other readiness-reporting systems, with the ability to interpret readiness data and support unit reporting requirements.

GENERAL EXPERIENCE is experience, education or training involving administration of supply management, storage, cataloging, packaging and distribution or other work which provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE
1-year specialized experience equivalent to at least the next lower grade. Supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

However, substitution of Education for Specialized Experience is allowed.
