Duties

  • You will serve as the Regional Housing Program Manager and is the primary subject matter expert for all Family, Unaccompanied, and Transient Housing matters.
  • You will plan, program, budget, and execute requirements relative to funding for housing programs.
  • You will be responsible for policy development, policy interpretation and implementation, program management, oversight, compliance of business agreements and administration of housing activities.
  • You will be responsible for the allocation, use, and audit of family housing redevelopment funds over the 50-year life of the project and in Unaccompanied and Transient housing assets.
  • You will serve as the primary housing enterprise spokesperson.
  • You will serve as the representative that directly oversees the fiscal health of the business entity, long-term projections, determines performance incentive payments to the partner, and overall commercial residential real estate functions.
  • You will be the primary point of contact for the contracted Property Manager to ensure the Property Manager meets the requirements of the business agreement established.
  • You will review housing occupancy regarding its effects on the annual budget and long-term capital improvement plans.
  • You will mediate tenant/landlord concerns and complaints, promoting Fair Housing guidance.
  • You will monitor financials (Project Budgets and Monthly Flash Reports), projects, and tenant information identifying trends/or anomalies within the project, ensuring the continued welfare of the members and their families.
  • You will provide briefings and trend analyses to management as required and respond to all inquiries from higher-level authority.
  • You will initiate, draft, and review regulations related to the management operations and procedures of housing and/or billeting operations.
  • You will conduct site visits to review housing management policy application and the effectiveness of the programs.
  • You will review and investigate housing inquiries and audits ensuring adequate responsiveness to ensure necessary corrective actions are taken.
  • You will determine suitability of properties based on standards, inspections, history, and analyses.
  • You will be responsible for customer financial qualification approval, provide guidance for and assistance with financial allotment forms, monitor financial payments, and act as an advocate in solutions to allotment issues.
  • You will be responsible for providing training on home buying, mortgages, home selling, and property management.
  • You will review current expenditures for housing operations, estimate costs, and develop recommendations for justifications for additional resources.
  • You will monitor monthly expenses against budget, identify fiscal performance trends, and recommend/initiate action to ensure financial stability.
  • You will plan, schedule, and coordinate the work among office specialists, resolve conflict, interpret policy, and determine methodology in completing assignments.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector 1) developing, interpreting, and implementing housing policy, program management oversight and administration of housing activities for a government-owned, leased, rented and/or Public Private Venture (PPV) Family, Unaccompanied and Transient Housing 2) developing and establishing directives, implementing principle guidelines for housing management activities, developing and managing business practices, initiatives and programs for a region of housing offices 4) developing and defending budgets; preparing, maintaining and implementing budget and execution plans for a housing business entity AND 5) supervising, managing and directing housing management related work of subordinate personnel at multiple locations.
