THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) (T5), PD #T5923000 and is part of the RI Joint Force Headquarters. This position is required to supervise a minimum of seven Human Resources Specialists and Human Resources Assistants servicing both Army and Air employees and may serve as the higher-level reviewer (second-line supervisor) where appropriate.

Duties
The primary purpose of this position is to evaluate and determine appropriate National Guard Bureau Employee Relations & Benefits policies and programs for use throughout the Army and Air National Guard. In addition, serves as the statewide functional expert and point of contact with all state management, supervisors and employees in the administration of the Employee Relations & Benefits Program.
Provides comprehensive human resources (HR) management advisory and technical services for extremely complex ANG/ARNG organizations that are highly dynamic in nature. Administers the Civil Service Retirement Program (CSRS) and the Federal Employees Retirement System (FERS). Advises management and counsels employees on technical services that involve a wide variety of human resource programs such as health and life insurance, leave, Thrift Saving Plan (TSP), physical capability requirements and the Federal Employees Compensation Act (FECA). Manages, administers and provides advice and assistance on compensation/pay programs including hours of duty, premium pay, and technician security clearances. Conducts program analysis to determine activity trends and compliance with program requirements. Advises management on potential program problems such as organizational patterns of leave usage or potential FECA abuse. Manages the leave donor program and approves requests for advance leave. Provides Social Security advice, interpretation of Office of Personnel Management (OPM) and National Guard Bureau regulations on political activity and standards of conduct, Technician Assistance Program and Mass Transit Fringe Benefits Program. Independently resolves difficult issues/problems requiring consideration of the total HR Management Program.

- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory.
- Essential Personnel may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Requests in excess of 14 calendar days must be approved by National Guard, Director of Manpower and Personnel (NGB-J1).

SPECIALIZED EXPERIENCE:
Must have at least 12 months specialized experience at the GS-12 level. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Experience in managing the function of the work to be performed. Experience which includes leading, directing, and assigning work of personnel.
Additional information
Indefinite employment is defined as an excepted appointment with indefinite time limitations and is used when the appointment is expected to extend beyond one year. Should the need for the Indefinite time limitations placed on this position no longer exist, the Indefinite Appointment could be converted to permanent action without further competition and you may be required to serve a trial period upon conversion.
New supervisors and managers must serve a probationary period the first time they start a permanent supervisory or managerial position. The length of the supervisory or managerial probationary period is one year. You are required to concurrently serve both an initial trial period and a supervisory probationary period, the initial trial period has precedence and is of greater consequence. Previous supervisory experience may credited as time served for probationary period completion.
If an applicant from the Competitive Service is selected, he or she will have to convert to the Excepted Service.
