Summary

The Risk Management Chief (RMC) serves as part of the Entity Vetting Directorate senior leadership team and is responsible for supervising the production of Risk Management Strategy (RMS) reports and implementation of necessary risk treatment strategies at companies to address risks posed by business integrity and lawful conduct and FOCI concerns.

Duties

As a SUPERVISORY INDUSTRIAL SECURITY SPECIALIST you will be responsible for the following duties:

  • This position devotes a minimum of twenty-five percent of its time to classical supervisory activity in overseeing the work of up to eight (8) GG14 Risk Management Branch Chiefs who each supervises and manage up to ten (10) GG07 to GG13 Risk Management Team Leads (RMTL) and Risk Management Officers (RMO), and contractor staff.
  • Serve as a foremost technical expert in risk management, associated risk treatment techniques, and related processes and procedures related to the NISP and other mission areas under EV purview.
  • Provide highly technical authoritative direction and feedback to government and contractor staff, other internal parties, and external parties related to risk management, associated risk treatment techniques, and related processes and procedures.
  • Provides expert, authoritative advice and consultation to senior management within DCSA, to high level officials in the defense industry, vendors, and personnel in other agencies affected by the DCSA mission.
  • Provide coaching, training, and mentoring to supervisors and team leads under their control and direction and developing continuity of operations based on EV guidance. Identify areas for improvement, determine the appropriate course of action addressing the areas, and implement solutions; areas for improvement may include workflow enhancements, organizational structure changes, additional resource requests, policy changes, additional training needs, and updates to internal guidance.
  • Monitors Unit metrics against established key performance indicators (KPIs) and prepare the timely dissemination team performance metrics on a recurring basis as requested.
  • Participate and serve on Agency, Department, and Executive Branch meetings and working groups on topics related to risk management by providing subject matter expertise, as necessary, and promoting the capabilities and reputation of DCSA while fulfilling Agency strategic objectives.
  • Conduct studies, inquiries, and metrics reviews and analysis, as necessary, ensuring accuracy of consolidated metrics reporting prior to submission beyond DCSA and informing updates to established policies, procedures, and decisions.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG- 14) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:

  • Advanced experience managing a portfolio, projects, programs, or systems;
  • Utilizing expert knowledge of security, intelligence, and business, with proficiency in analyzing workflows, metrics/production requirements, and needs analysis;
  • Advanced experience training, leading, and mentoring others;
  • Demonstrates proficiency in applying vetting principles and practices to address programs, technology, organizations, or individual risk;
  • Advanced experience auditing approved risk management activities or determining risk management requirement activities to ensure adherence to applicable regulatory standards and internal style guides.

6. Risk Management- Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
