Summary

Duties

  • Lead and manage the vision and alignment of a technical staff performing 6.2/6.3 Research, Development, Testing, and Evaluation (RDT AND E), and the maturation, integration, and formal Acquisition of technology for PM customers.
  • Create, plan, and oversee technical research and the development of acquisition documentation for power generation projects and identify, shape, and communicate the goals of the Branch.
  • Resource planning, prioritization, budgeting, execution and reporting to meet Army needs and deliver transitional technologies and solutions to internal partners, Army Program Managers, and Cross Functional Teams.
  • Supervise and manage Branch duty assignments, training and team building to promote a productive and capable workforce.
  • Evaluate state-of-the-art commercial and military power generation systems, identify opportunities to improve them to address Warfighter needs, and inform the viability of new power generation technologies or designs.
  • The Branch Chief will report to and consistently communicate with the Division Chief to ensure strategic alignment, coordination and execution of the small and alternative power generation mission.
  • Provide mentorship to all subordinate personnel. Identify and assist in making arrangements for Branch training needs. Disseminate timely information to the Branch.
  • Perform strategic decision-making and coordination of technical efforts with others within and outside the Branch.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position is Non-Critical Sensitive requiring a Secret security clearance.
  • Incumbent is required to file on a yearly basis a Statement of Employee and Financial Interest (DD Form 1555) and OGE-450 Confidential Financial Disclosure.
  • Extended probationary period for the Engineers and Scientists Occupational Family is three years. unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Advanced Career Level Certification must be met within 4 years.
  • Practitioner Career Level Certification must be met within 5 years.
  • Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering Technical Management (ETM) within 60 months as of entrance on duty.
  • Travel for duty up to 25%.

Qualifications

This position is being filled under the Direct Hire Authority (DHA) Bachelors Degrees for Scientific and Engineering Positions (STRLs) authorized by 85 FR 78829 dtd 12/07/2020.

In addition to meeting the basic requirement, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: In addition to meeting the basic education requirement listed below, you must have one year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-03 pay band (GS-13/14 level and DB/DE-03) in the Federal Service. Includes experience in 1) Comprehensive understanding of power generation components and their development across power ranges from watts up through multiple kilowatt power levels 2) Conducting all aspects of laboratory and field testing of prototype systems. 3) Initiating, leading, and managing acquisition and/or research & development efforts with a highly technical team 4) Creating new customer relationships and sharing technical/programmatic outcomes.

Basic Requirement for Engineering Positions (0801, 0854, 0855):

A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Basic Requirement for Physicist 1310:
A. Degree: Bachelor's degree (or higher degree) in physics, or related degree that included at least 24 semester hours in physics. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.
OR
B. Combination of Education and Experience: Courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

Basic Requirement for Physical Scientist 1301:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Basic Requirement for Chemist 1320:
A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

Education

Basic Requirement for Mathematician 1520:
A. Degree: Bachelor's degree (or higher degree) in mathematics; or a degree with the equivalent of a major that included at least 24 semester hours in mathematics. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.
OR
B. Combination of Education and Experience: Courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

Basic Requirement for Computer Scientist (1550 series):
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

Transcripts are required to meet the Basic Education for the applicable series.
